This position is located within VA Texas Valley Coastal Bend Health Care System (VATVCBHCS), working under the general supervision of the ACOS of Primary Care. The primary function of this position is to provide administrative and operational support and project management for employing Mobile Medical Units (MMUs), as appropriate, to improve access for Veterans to receive high quality health care in accordance with Joint Commission and VHA policies and procedures.
Duties
Major Duties:
Performs a variety of work such as but not limited to the following: planning, scheduling, and coordinating all logistical support, physical location coordination, negotiating budgets and resources, daily management, operation, and maintenance of a fully operational Mobile Medical Unit.
Develops the deadlines, projects, and work to be done, resolving those issues that arise, coordinating the work with others as necessary.
Responsible for coordinating preventive maintenance plans for the biomedical equipment on the MMU that conforms to appropriate national guidance on MMU and biomedical equipment maintenance, in coordination with the Facility Biomedical Engineer.
Establish procedures and processes to ensure the MMU complies with all Federal, State, and local operating requirements based on the specific type of unit and service delivery area in which the unit will operate.
Sets the overall objectives and resources available.
Resolve problems and issues in the near term, and to organize, manage and meet long-range goals and objectives.
Develop policies, plans, provide services or information, settle controversial issues, arrive at compromise solutions, discuss requirements, and justify requests and to defend requirements for personnel and equipment.
Selects and applies accepted analytical techniques such as task analysis, work simplification, work-flow charts, workload measurement, and trend analysis to the resolution of procedural problems affecting the efficiency, effectiveness, or productivity of the organization and/or workers studied.
Responsible for providing recommendations, advice, and guidance, discussing, or determining responsibility and coverage of instructions and policies, or negotiating budgets, resources, or instituting new programs.
Resolve problems and issues in the near term, and to organize, manage and meet long-range goals and objectives.
Strategic planning, and resource needs forecasting, all of which must align with the local, regional, and national VA mission and needs.
Develop a new program or implement a new policy or directive for an existing program to align with national legislation.
Must have a valid Driver's license and ability to operate a motor vehicle.
Incumbents of this position may be considered Key Essential. In the event of an emergency or disaster situation, the incumbent must continue to perform the Key essential duties until relieved by proper authority.
Work Schedule: 7:00am-5:30pm, Monday-Thursday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/13/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: comprehensive knowledge and understanding of clinical concepts, practices, and doctrine; being a subject matter expert for clinical plans, policy development and training for current and future medical center mobile unit deployments; plan, organize, and direct the business planning process for all programs; knowledge and ability to communicate effectively, orally and in writing; knowledge of statistical methodologies to determine unit costs, project workload and conduct productivity analyses; advanced knowledge in software applications and automation systems. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree from an accredited college or university that demonstrates the knowledge, skills, or abilities necessary to do the work of this position. NOTE: 36 semester hours of graduate education satisfies the 2 years of full-time study requirement. (TRANSCRIPT REQUIRED). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 18 semester hours (1 year of graduate education). (TRANSCRIPT REQUIRED).

Physical Requirements: Work is performed primarily sitting at a desk. Some standing, walking, bending, and lifting are required. During training, the incumbent may function in a field environment where working conditions are often rigorous and may involve extensive physical activity and lifting. The incumbent may be required to drive supportive vehicle(s).
