DIRECT HIRE AUTHORITY: This position is being filled through the office of Personnel Management's (OPM) Government-Wide Direct-Hire Authority for this occupation and is open to all U.S. Citizens. Since the Direct-Hire Recruitment Authority is being used, traditional Veterans' Preference rules do not apply. Qualified Veterans will, however, be given full consideration for this position.
Duties
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Office of Offshore Regulatory Programs (OORP), Research Support Section (RSS) in various BSEE office duty locations.
At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
1) Serves as a technical lead to the RSS Chief for offshore energy activity research programs and peer reviews.
2) Serves as a contracting officer representative I or II and process subject matter expert, coordinates with research process stakeholders throughout the project lifecycle, develops project charts with key milestones and deliverables, and reports results regularly as agreed with leadership.
3) Designs and develops special technical studies under the Technology Assessment Program to support senior BSEE officials' decisions on policy and regulatory issues associated with OCS program aspects with the exception of oil spill research processes and lifecycle activities, which are handled elsewhere in the Bureau.
4) Provides technical review and assessment of new and emerging technologies, risks, and challenges related to carbon sequestration methods, oil and gas exploration, development, and end-of-life operations, particularly regarding drilling, work-over, completion, or production operations.
5) Supports the RSS Chief to liaise with other research initiatives led by other Department of the Interior Bureaus or Agencies.
6) Drives internal process optimizations, internal audits, and mission critical deep dives.
7) Provides technical mentorship and coaching to junior staff on existing OORP policies, research policies and peer review policies.
BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying.
(1) Basic Educational Requirements:0801-General Engineer
You must meet the description in either A or B below to qualify for this position: *Please Note: This position requires specific educational coursework to qualify. A. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR
B. Combination of education and experience --college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. (2) Specialized Experience
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: (must meet all):
1) supporting contract development from technical product or service proposal and bids through contract oversight to closure for new and emerging energy technologies around renewable energy, carbon capture and/or oil and gas systems;
2) identifying gaps and tracking findings to closure;
3) using project management principles (i.e. Gantt charts) to deliver projects (1) on time or ahead of schedule, (2) on cost or under cost, (3) safely and reliably;
4) creating technical documents and presenting them to internal and external stakeholders; and,
5) working on a multi-functional team to develop a project scope of work.
