About the Position: Serves as Contract Specialist for pre-award and post award functions, including acquisition planning, price/cost analysis, negotiation, administration, coordinating, and controlling the full range of contracting functions from receipt of the requirement through contract close out.

Duties

Conduct pre-award and post-award functions for a supply, service, and/or construction contracts. Review contract requirements to perform closeout actions. Determine sources to be solicited. Plan procurement action with technical, legal, and contracting personnel. Effectively negotiate contracts or other contracting agreements. Develop techniques to solve critical or unique contracting problems.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Professional certification within 36 months as of entrance on duty.

Basic Requirement for Contract Specialist NH-02: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience equivalent to the NH-01 grade level or equivalent pay in the Federal service that includes: 1) Monitoring contracts for compliance with applicable laws 2) Performing pre-award and post-award functions for a variety of supplies, services, and/or construction contracts, and 3) Assisting senior Contract Specialist with acquisition planning, price/cost analysis, administration, coordination. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (NH-01/GS-4). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
