Duties

You will serve as a Working Dog Handler in a law enforcement environment. You will conduct a search for criminal activity in buildings, warehouses, vehicles, vessels, aircraft, luggage, or other areas. You will conduct inspections on foot or by vehicle to maintain safety and security of persons and property. You will complete forms for documentation of events (e.g., issuing citations, interviewing witnesses).

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • Per the preliminary nationwide injunction on E.O. 14043, COVID-19 vaccinations will not be implemented or enforced. For more information on vaccine status and workplace safety protocol requirements see Additional Information below.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You will be required to obtain and maintain a current valid United States driver's license and required to obtain emergency vehicle operator qualification within six months of appointment.
  • You will be required to successfully complete a pre-appointment physical examination, physical agility test and a medical evaluation, and pass periodic re-testing.
  • The DON does not employ individuals for Police Officer positions who have been convicted of a crime of domestic violence on or after 27 November 2002. You must submit DD Form 2760, Qualification to Possess Firearms before appointment.
  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. You will be required to sign a DD-Form-2760, Qualification to possess firearms or ammunition.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You must meet the qualifications and be certified to carry a firearm. You will need to maintain firearm proficiency.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Must be at least 21 years of age at time of appointment. Required to wear a uniform and maintain appearance and grooming standards per Navy instructions and regulations.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Conducting inspections of buildings and vehicles utilizing dog to locate explosive devices; 2) Conducting preliminary and support requests to search out narcotic substances, apprehend, and take into custody suspected violators; 3) Performing on/off leash obedience and controlled aggression in congested areas; 4) Responding to emergency calls, complaints, and other calls for service during watch; 5) Providing care, maintenance, and training to Explosives Detection Dog (EDD) in accordance with instructions and guidelines; and 6) Conducting checkpoints and roadblocks as directed in effort to reduce criminal activity. Completion of the Federal Law Enforcement Training Center (FLETC) Uniformed Police Training Program is a condition of continued employment. Employee will be required to sign a continuing service agreement prior to travel to the academy. Agreement to Continue in Service - CSA, Agency requires 36 month of continued employment after the completion of required training from the FLETC in accordance with Title 5 USC 4108 and 5 CFR410.309. Failure to voluntary complete length of employment requirement can subject employee to reimburse to the agency for fees, such as tuition and related fees, travel, and other special expenses (excluding salary) paid in connection with the training.
