Duties

Oversee work and operations of the Medical Department. Establishes processes for evaluating, monitoring and revising medical operations, seeking to optimize the quality and access of outpatient medical care. Provide professional medical screening, evaluation, diagnosis, and treatment of acute and chronic illnesses or injuries in an outpatient clinic. Assesses, plans and provides comprehensive and therapeutic medical care to individuals, families and the community. Direct and coordinate care with other services and determines when a patient's needs require resources or services not available and refers for outside diagnostic services or treatment. Participate in the formulation of policies, programs, and procedures related to the delivery of clinical services.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Individual Occupational Requirements: These standards describe the basic qualification requirements (for example, educational, medical, age, experience, etc.) for this type of occupation. Such requirements are listed below. In addition, the minimum qualifications related to this position and essential certifications requirements related to the work of this position are also described below. Degree (Individual Occupational Requirements): Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination. Licensure (Individual Occupational Requirements): Applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Graduate Training (Individual Occupational Requirements): Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below. An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME). A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association, (AMA) or Accreditation Council for Graduate Medical Education (ACGME). A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital, or an institution accredited in the United States for such training. Additional Requirements for Grade GS-14 (Individual Occupational Requirements). 4 years of graduate training in the specialty of the position to be filled, OR Equivalent experience and training. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS For GS-14: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service. GS-13 is the next lower grade level. Specialized experience can be obtained in either the private or public sector performing work that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of equivalent experience for GS-14 for this position: Experience in administrative, clinical management or supervisory capacity in the health care field. Experience providing direct patient care .Work must have involved a close working relationship with departmental managers and/or coordination of administrative, clinical, and allied health services providing knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. AND Selective Placement Factor: Current Board certification in a primary care specialty is required. Family Practice Board Certification is preferred. If you possess current certification. Submit a copy of your current Primary Care Physician Credential such as Board Certification by the American Board of Physician Specialties (ABPS) or similar certification as a required document with your resume. Note: Selective factors are special qualifications that are in addition to the basic requirements and the additional requirements which are listed in a qualification standard, selective factors are determined to be essential to perform the duties and responsibilities of a particular position. Candidates who do not meet a selective placement factor are ineligible for further consideration. You submit provide evidence of your board certification at the time of application to verify that you meet the requirement. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the established cut-off date or the closing date of the announcement. The first cutoff date is 10 days after the opening date. If necessary, additional cutoff dates will be established until the position is filled. Once the position is filled, the job announcement closes.
