About the Position: The incumbent will serve as a Workforce Developing Specialist with the G1/4 in Fort Sill ,OK.

Duties

Develop program strategies and implement initiatives to fulfill organizational requirements. Track enrollment and completion of Civilian Education System (CES) training. Advise personnel on a variety of substantive procedural and policy matters pertaining to a broad range of workforce development functions. Review and make recommendations regarding applications and nominations for long-term training.

Additional information about transcripts is in this document. To qualify at the GS-11 level: Specialized Experience: One year of specialized experience which includes 1. Identify individual and organizational requirements for training to ensure compliance within the department; 2. Monitor the progress of candidates in leadership development programs in order to make recommendations to ensure participants experience the most beneficial learning processes; and 3. Participate in the development of the Strategic Human Capital Plan (SHCP) by providing input to the command-wide plan to provide synergy, efficiency, and cost savings in the human capital planning effort for the agency. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: human resources. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. To qualify at the GS-12 level: Specialized Experience: One year of specialized experience which includes 1. Develop comprehensive plans to support recommended strategies to facilitate compliance within the organization; 2. Conduct studies regarding workforce dynamics in order to develop short and long term organizational plans; and 3. Maintain an automated system to monitor the progress of workforce development and budget requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Manages and Organizes InformationWorkforce Planning Time in Grade Requirement for the GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Time in Grade Requirement for the GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
