About the Position: Serves as the Park Manager for the Chena River Lakes Flood Control Project, which provides flood protection to the cities of North Pole and Fairbanks, Alaska. Supervisory responsibilities include all aspects of operation, maintenance, natural resource and recreation management for nearly 20,000 acres of Federally owned land.

Duties

Serves as the Park Manager for the Chena River Lakes Flood Control Project overseeing all aspects of operation, budget, safety, maintenance, natural resource and recreation management for nearly 20,000 acres of Federally owned land. Ensures operation and maintenance of the Project is accomplished as required and in accordance with approved plans to protect life and property from floodwaters of the Chena River. Supervises a multidisciplinary staff overseeing natural resources, recreation management, and flood control project operation and maintenance. Oversees all Park and Recreation activities for the entire Alaska District assuring compliance with a complex array of Federal and State environmental regulations and laws. Performs a variety of field level real estate functions to include the execution of major real estate compliance actions against private landowners under the direction of the District's Real Estate Branch.

Requirements

  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Corps of Engineers Boat Operator’s license.
  • The duties of this position require the incumbent to possess or obtain and maintain a COR (Contracting Officer’s Representative) Certification.
  • The duties of this position require the incumbent to wear prescribed uniform as identified in regulation, ER 1130-2-422, dated 01 October l991.
  • The duties of this position require the incumbent to work nights and/or weekends depending on the needs of the project to which the employee is assigned.
  • The duties of this position require the incumbent to possess or be able to acquire first aid, cardiopulmonary resuscitation, and blood-borne pathogen training.
  • The duties of this position require a minimum of 24 hours of personal protection/unarmed self-defense, situational evaluation, and tactical communication training within two years of employment and refresher training thereafter.

OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education with major study in natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Minimum Requirements GS-12 Specialized Experience: One year of specialized experience which includes: managing personnel and programs related to flood control or navigation project operations and/or the protection, conservation or management of park or other public land and applying environmental regulatory requirements in resource management reviews and contract proposals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-12, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
