Duties

You will direct and accomplish the daily activities during normal operations as well as during routine maintenance, cleaning, and painting, which may be necessary to keep the vessel in shipshape condition. You will pilot and efficiently handle the tug during normal operations. You will instruct the deck crew in the operation of deck or safety equipment on board including pumps, winches, life rafts, fire extinguishers or systems, life buoys and lights, fire pumps, etc. You will handle and tow all floating craft and ships throughout connecting channels or open waters.

  • You will be required to obtain and maintain a current valid United States driver?s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • You must be certified in the use of ARPA equipment within 12 months of hire.
  • You must be able to complete Towing Officers Assessment Record (TOAR) within 24 months of hire.
  • You must possess and maintain a minimum 500 ton Mate of Towing Vessels endorsement within 24 months of hire.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must possess and maintain a minimum of U.S. Coast Guard 200 ton Mate Merchant Mariner Credential with unlimited Radar observer endorsement. Although a specific length of time and experience is not required for most trade and labor occupations, you must show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the job elements and screen out listed below. This job has a screen-out element which will be used to determine minimum eligibility for this job. Applicants who do not receive a minimum of two points on the screen-out element(s) will be found ineligible. The Screen-out Element for this position is: Ability to do the work of a Motor Vessel Captain without more than normal supervision to include: 1) Navigating and maneuvering a large yard tugboat alongside vessels to assist in berthing; 2) Supervising the deck crew in the operation and general upkeep of the tug; 3) Operating radar and radio equipment on a tug; and 4) Performing tug make-up, line handling, towing, docking, undocking, anchoring, and mooring of a tug. PHYSICAL DEMANDS: The work requires long periods of standing and walking on the tugboat while underway. Must be able to climb vertical ladders and step over 3-foot bulkheads on a rocking tugboat, which requires use of legs, hands, and arms. Will be required to lift and move lines weighing up to 44 pounds. Must have sufficient hearing to understand verbal commands over surrounding noise of vessel and ship operations. Must be able to distinguish between basic colors and shades of color. Must have the peripheral vision that will enable the incumbent to avoid falls and moving objects. WORKING CONDITIONS: The incumbent may be assigned to work areas where certain potentially harmful physical and chemical agents are present. These agents may include, but are not limited to fumes, dust, noise, heat, ionizing and non-ionizing radiation, chemicals, etc. Incumbent may also be assigned to work areas where contact with sewage waste is possible. To ensure employee safety and health, the CNRNW and PSNS & IMF maintain personnel protection programs consistent with applicable laws and regulations. These programs may include engineering controls, training, work procedures, use of personnel protective equipment, and medical surveillance. As part of the medical surveillance programs, the incumbent will be required to take medical examinations to assess his/her medical qualifications and/or need for vaccination for duty involving work with these agents and/or possible contraction of disease. Incumbent shall respond to radiological emergencies and perform radiological emergency drills.
