The primary purpose of this position is to serve as the primary point of contact to the activity leadership for all administrative support programs. Also serves as liaison with Division Chiefs on personnel issues and assists in oversight of organization manpower resource requirements.
Duties
Directly assists the activity leadership in the management of all activity administrative support program functions.
Serves as the resident subject matter expert for all mandated administrative support programs.
Serves as the point of contact and liaison with the personnel flight on military and civilian personnel issues.
Assists in planning, administering, and monitoring manpower resource requirements.
Performs other clerical and administrative work in support of the office/organization.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes administrative support programs such as cybersecurity, defense travel system, drug demand reduction, health care, fitness, purchase card, safety, security, supply, civilian timecard and unit recognition programs; overall administrative and activity room operations; evaluating program efficiency to implement processes to improve programs; assessing manpower authorizations and utilization; ensuring all actions are accomplished and if problems exist, identity other alternatives as needed; independently noting and following-up on commitments made at meetings/ conferences; using correct grammar, spelling, punctuation, capitalization, and format to prepare and edit written correspondences and reports; using office automation to produce a wide range of documents that often require complex formats, such as graphics or tables within text, to edit and reformat electronic drafts, and to update and revise existing databases or spreadsheets.
OR EDUCATION: : Successfully completed 1 year of graduated education that is directly related to the work of the position. 18 semester hours or 27 quarter hours should be considered as satisfying the 1 year of full-time study requirement. NOTE: You must submit a copy of transcripts.
OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the organizational and functional responsibilities and operations of an organization.
2. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs.
3. Knowledge of structure, programs and work methods of organization for personnel/manning issues.
4. Skill in fact-finding, problem analysis, problem resolutions, and development of concrete action plans to solve problems.
5. Ability to gather, analyze and present facts, communicate effectively, using tact and courtesy and posses the ability to plan, organize work, and meet deadlines.
6. Ability to plan and organize management programs and functions of an organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.
