You will serve as an Engineering Technician in the Facilities/Engineering Division (N43) of the Facilities, Maintenance and Supply Department (N4) at Theater Undersea Surveillance Command Pacific (formerly NAVAL OCEANOGRAPHIC PROCESSING FACILITY, WHIDBEY ISLAND). GS-11: $81,242 - $105,612 GS-12: $97,376 - $126,585

Duties

You will exercise continuing responsibility for facility management, encompassing internal and external building/infrastructure systems, installations, maintenance, utilities, environmental services, safety protocols, and compliance procedures. You will provide direction and quality standards for, and oversee operations, performed by a variety of supporting government personnel and contractors. You will review proposed project plans and specifications for compliance with established standards, as well as for technical feasibility and project management workability. You will coordinate with with Naval Facilities Command (NAVFAC) representatives to ensure contractors informed of construction and reporting requirements and assures conformance of their activities with overall project plans. You will manage facility construction/infrastructure improvement projects, many of which are complex in nature and may require execution over a multi-year timeframe. You will oversee, monitory, and inspect the maintenance, repair, and modifications of the facility, including upgrades and replacements of facility components and utility systems. You will plan for how and when new facility capabilities must be integrated into business processes, budgets, and schedules. You will identify, document, and communicate concerns to the designated project manager and construction leads. You will initiate and coordinate all requests for facilities components and work orders that are emergent in nature. You will serve as quality assurance inspector on all recurring services and contracts issue to Naval Facilities Command (NAVFAC) Public Works, Base Operations Support Contractor (BOSC), CNIC, and private contractors. You will conduct frequent inspection to ensure work is performed in accordance with instructions and agreements and document inspection findings to confirm compliance with defined quality control standards. You will provide direct liaison with the base Fire Marshal, environmental and other safety specialists in planning and conducting Command health/safety inspections. You will identify and resolve facility issues that arise during such inspections, as well as during the course of operations.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • The position requires moderate physical activity. Fifty percent of the job time is sedentary, and the remainder requires walking, standing, bending, crouching, and other physical movements.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

Qualifications

GS-12 Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector leading projects for the maintenance and modernization of engineering operational facilities, physical structures, utilities, engineering systems equipment and infrastructure to ensure command meets its mission capabilities. Examples include in-depth knowledge regarding mechanical systems such as HVAC, Pumps, Generators, etc. and Environmental Control Systems (ECS) such as Direct Digital Controls (DDC). GS-11 Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-10) or pay band in the federal service or equivalent experience in the private or public sector maintaining or monitoring the maintenance of engineering operational facilities, physical structures, utilities, engineering systems equipment and infrastructure to ensure command meets its mission capabilities. Examples include knowledge of mechanical systems such as HVAC, Pumps, Generators, etc. and Environmental Control Systems (ECS) such as Direct Digital Controls (DDC).
