This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Supervision/Management Work Category at the Expert Work Level within the CES Occupational Structure. It is located in the PEO Spectrum.

Duties

Serves as a Branch Chief supervising civilian spectrum and software engineers, computer scientist and technical personnel with program and personnel management authority. Provides tools and services that enable the effective and efficient use of the electromagnetic spectrum by legacy and emerging spectrum-dependent technologies. Develops and ensures consistent application of rigorous processes used to develop, field and maintain Defense Spectrum Organization (DSO) software tools. Performs a variety of engineering management tasks to ensure mission-related activities are planned, coordinated, and effectively executed. Researches the applicability of new technologies in the field to solve continuing problems, or to meet future requirements of the Defense Information Systems Agency (DISA).

  • This position is required to obtain and maintain a TOP SECRET security clearance.

Qualifications

In order to qualify for this position, you must meet the requirements described below. For the 854 and 855 Professional Engineering Series: Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration Written Test Specified academic courses Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. With these criteria, applicants also need verification of employment from a supervisor stating you have performed professional engineering duties. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. Qualifying Experience: To qualify at the GG-15, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: experience with radio frequency, engineering analyses and techniques, measurements, reviewing plans, and knowledge of planning, coordinating, and conducting engineering measurements as an engineer and technical leader. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.

Education

There is no substitution of education for the qualifying experienceat the GG-15 grade level.
