The primary purpose of this position is: To serve as a senior information technology (IT) specialist and Chief of Strategic Process Improvement as a direct report to the Deputy Director. Guide squadron long range planning, provide assessments and recommendations on process improvement squadron-wide, and provide process improvement guidance and coaching for the squadron.

Duties

DUTY 1: Serves as senior technology specialist and technical expert, providing periodic, comprehensive assessment and evaluation of Squadron goals and objectives. DUTY 2: Manages mission knowledge, information, and situational awareness processes and systems using an agile approach. DUTY 3: Serves as Project Lead for cyberspace capability development, assessment, and fielding. DUTY 4: Represents assigned teams and digital products with a variety of installation and functional area activities.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the education and/or experience requirements described below. BASIC REQUIREMENTS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. NOTE: IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE APPLICANT MUST ALSO MEET THE QUALIFICATION REQUIREMENTS LISTED BELOW. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of analyzing and refining systems requirements of software of digital technology systems, design and development and the assessment of fielding projects, maintain processes to support cyber enterprise. Knowledge of systems analysis concepts and methods, customer business requirements, applications software design concepts and methods, customer support principles, concepts and methods and analytical reasoning. Work encompasses developing requirements for new or modified applications, analyzing and determining optimal hardware and software configurations, complex and uncommon interfaces and policies and practices, proposals and approaches and a good understanding of contracting procedures and legal requirements. Knowledge of planning principles and methods, assessment and fielding projects, development of organizational IT goals and objectives, policy and planning processes, cost benefit analysis methods and performance metrics, the DoD and Air Force Budgetary system, contract procedures, and legal requirements and how they apply to planning and program management of information technology systems and requirements. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of software and other various digital technology systems (cyber, cloud, platform, data, and/or artificial intelligence). Knowledge of technology systems analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles, the feasibility of proposed new systems and applications software projects; and to design and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure. Knowledge of DoD and Air Force policies and procedures, guidelines, directives and techniques related to software and technology system platforms. Skill in establishing and maintaining effective relationships, negotiating complex issues, and resolving conflicts based on mature judgment, experience, and recognized professional standing. Skill in organizing complex issues into decision points and gaining consensus among team members and groups on resolving controversial or unprecedented issues. Ability to clearly and effectively discuss and present program objectives, managerial tasks, and technical information verbally and in writing to management and professional personnel at all levels within the DoD and other government agencies within timelines prescribed by regulation or management. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. CONDITIONS OF EMPLOYMENT CONT. Security: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
