You will serve as a Electrical Engineer in the Design and Construction Division of NAVAL FAC ENGINEERING CMD WASH.
This is a developmental position with a full performance level of GS-13. Applications will be accepted at the GS-12 and GS-13 grade levels.
Duties
You will prepare electrical design drawings, calculations, and specifications to accompany design models generated on electrical engineering design software (e.g., AutoCAD).
You will develop solutions to eliminate obstructions to engineering program goals.
You will develop project plans (e.g., engineering design and construction project) to include work requirements, resource needs, execution schedules and acquisition plans.
You will compose technical correspondence to communicate designs, plans, and objectives to management officials, staff, and customers.

Qualifications
Selective Placement Factor (SPF): If applying for this position at the GS-13 grade level, you must be currently registered as a Professional Engineer (PE) in any state, District of Columbia, Guam or Puerto Rico. You must provide a copy of your current registration with your application. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement.
For GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Providing technical support in the area of Telecommunications (e.g. grounding, bonding, shielding, both interior and exterior plant) including voice, data and video; 2) Reviewing facilities construction submittals for conformance to the requirements of electrical and telecommunications contract drawings/specifications. 3) Resolving electrical and telecommunications construction & design issues encountered during the performance of facilities contracts. 4) Applying knowledge of contracting regulations and procedures in the procurement of Architecture-Engineering (A-E) and/or construction services; 5) Preparing cost estimates for A-E and/or construction contracts, including assessing work of engineering disciplines. For GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. performing the following duties: 1) Leading the production of construction document (plans & specifications) for large and/or highly complex buildings (i.e., multi-story office buildings, training facilities, multi-purpose buildings, aircraft hangars, medical facilities maintenance shops, food service facilities, and/or large housing projects), including electrical and telecommunications design drawings, plans, specifications, and design-build requests for proposal. 2) Reviewing facilities construction submittals for conformance to the requirements of electrical and telecommunications contract drawings / specifications. 3) Resolving electrical and telecommunications construction and design issues encountered during the performance of facilities contracts. 4) Applying knowledge of contracting regulations and procedures in the procurement of Architecture-Engineering (A-E) and/or construction services; and 5) Preparing cost estimates for A-E and/or construction contracts, including assessing work of engineering disciplines. Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
