You will serve as a ENGINEERING TECHNICIAN in the UTILITIES & ENERGY MANAGEMENT BRANCH at PWD China Lake, CA of NAVFAC SOUTHWEST.

Duties

You will be responsible for recapturing, by allocation, the cost of utilities services to customers including electricity, potable water, sewage, natural gas, steam, and propane systems. You will investigate malfunctioning meters and prepare requests for meter repairs. You will develop engineered estimates to determine utility usage. You will be involved in all aspects of the utilities distribution and operations systems as it relates to the utility allocation function with emphasis on energy management programs and utility control systems. You will recognize abnormal trends utilizing various programs and tools (such as SCADA, DDC, Metering Data) and correct the trends before a customer is affected.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a bargaining unit position.
  • You will be required to successfully complete the following training courses required by the CI or PW community Management Plan, Mandatory Training and the employee's Individual Development (IDP).
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • You will be required to successfully complete a pre-appointment physical examination.

Qualifications

GS-11 QUALIFICATIONS: For Internal Applicants (Current Federal): Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Preparing engineering reports and correspondence for customers and major claimants; 2) Investigating, identifying, and solving problems concerning the allocation of utilities, meter reading, billing, etc.; 3) Utilizing automated systems and/or databases to provide accurate utilities billing and consumption information to customers; and 4) Ensuring utility invoice ledgers and bills are valid and accurate and compared against meter readings. NOTE: This experience must be fully supported by your resume. For External Applicants (VEOA, 30% DV, VRA, MilSpouse, etc.): Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Preparing engineering reports and correspondence for customers and major claimants; 2) Identifying and solving problems concerning the allocation of utilities, meter reading, billing, etc.; and 3) Utilizing automated systems and/or databases to provide accurate utilities billing and consumption information to customers; NOTE: This experience must be fully supported by your resume. GS-9 QUALIFICATIONS: For Internal Applicants (Current Federal): I have one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector: 1) Conducting technical reviews of utility-billed usage prior to processing payments to commercial utility companies to ensure contract compliance; 2) Maintaining accurate utilities invoice ledgers; 3) Investigating abnormal use of utilities to determine causes and initiate corrective action; 4) Generating reports from automated systems NOTE: This experience must be fully supported by your resume. Education

GS-09 Only:

Successful completion of a master's or equivalent graduate degree

OR

Successful completion of two full years of progressively higher level graduate education leading to a master's degree


OR

A combination of experience and graduate education as described above that equates to one year of experience
