This position is located in the Department of Labor's (DOL), Office of the Assistant Secretary for Administration and Management (OASAM), Office of the Senior Procurement Executive (OSPE). The OSPE is responsible for the management and direction of DOL's acquisition system and mission; providing effective, ethical, and prudent business advice; and robust acquisition policies and services. This position is outside the bargaining unit.

Duties

The selectee(s) will report to an assigned DOL office location on a regular basis and be eligible for telework as determined by agency policy. This is not a remote position. Offices are located in Washington DC; Atlanta, GA; Boston, MA; New York City, NY; Chicago, IL; Dallas, TX; Philadelphia, PA; San Francisco, CA; and Beckley, WV The incumbent serves as a first-line supervisor that will be responsible for the overall management and supervision within one or more separate and distinct contracting branches and will be actively engaged in all phases and activities relative to the procurement process. The incumbent manages major and often complex programs such as nationwide Information Technology services which require long-range planning, scheduling, and problem-solving abilities based upon a solid foundation of contracting methods and contract types. The duties of this position include, but are not limited to: Serves as the principal contract/business advisor to major program office(s) and represents OSPE as the Program Office's contractual authority. Interprets policies, defines objectives and makes authoritative decisions which establish precedents or resolve technical and procedural problems. Develop and establish positions on key issues of importance when negotiating regulatory and statutory authorities or justifying division strategies and operations to achieve compliance with established policies, regulations and requirements. Applies precedents found in government contracting case law to specific contracting situations to ensure that legally binding contracting officer decisions are consistent, justifiable and will be upheld at appellate courts or board. Advises customers on acquisition-related roles and in the development and implementation of strategies needed to assure supplies and services are available when needed to meet mission requirements, and advises senior leadership on problems involving the relationship of the work of the Divisions to broader programs. Adjust work operations and program objectives to meet emergencies, changing programs, or production requirements within available resources and with minimum sacrifice of quality or quantity of work. Plans and assigns work to be accomplished by subordinate staff. Communicates procurement information to internal and external audiences regarding acquisition process and procedures. Represents the organization in contractual matters with other Department and Federal agencies and in negotiations with private industry. Shares information from meetings with DOL Leadership in writing or in presentations with DOL Leadership, senior managers and OSPE staff.

Requirements

  • Must be at least 16 years old.

  • Candidate required to obtain the necessary security/investigation level.
  • Requires a probationary period if the requirement has not been met.
  • Requires a supervisory probationary period if the requirement has not been met.
  • Subject to financial disclosure requirements.
  • Must hold a Federal Acquisition in Contracting Certification (FAC-C) or Defense Acquisition Workforce Improvement Act (DAWIA) certification. Failure to maintain this certification may be grounds for dismissal.

Qualifications

You must meet the Basic Requirements and the Specialized Experience to qualify for Supervisory Contract Specialist, as described below. Basic Requirements: Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.) Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. For the GS-14: In addition to the basic requirement, the applicant must have 52 weeks of specialized experience equivalent to at least the next lower graded level, GS-13, in the Federal Service. Examples of Specialized experience include: -Serving as business advisor for program officials on acquisition and administrative matters, and recommending effective/efficient solutions. -Applying appropriate policies, applicable laws, regulations, practices, procedures and effectively and managing the procurement of supplies and services of various sizes and complexity through all phases of the acquisition process. -Planning, organizing, directing and managing the procurement of supplies and services of various sizes and complexity through all phases of the acquisition process. -Overseeing and/or leading lower graded employees through the pre-award and post-award contracting functions.-Experience serving as a warranted Contracting Officer. -Possessing a Federal Acquisition Certification in Contracting (FAC-C) (Professional) or Defense Acquisition Workforce Improvement Act (DAWIA) Contracting (Professional). Applicants must submit a copy of their FAC-C (Professional) certification or DAWIA Contracting (Professional) certification. -Collaborating with top management to carry out assignments involving key programs and/or initiatives. -Conducting acquisition file reviews and/or audits.
