The primary purpose of this position is: To serve as the Mortuary Affairs Coordinator and provide for the logistics functions incident to recovery, identification, care, and disposition of remains of certain deceased personnel; assist Next of Kin (NOK) and the installation Mortuary Affairs Officer.

Duties

Mortuary Affairs/Search and Recovery Program Management. Plans, organizes, and oversees all unit level deployment activities. Ensures personnel and equipment readiness. Performs analysis activities. Establishes metric and analysis systems for unit and higher level management to assess the efficiency, effectiveness, and compliance with regulatory procedures. Provides technical guidance and recommendations to senior leadership regarding unit deployment program and other duties as required.

  • The incumbent will be required to complete mandatory Mortuary Technician training, UDM training to include IDS/LOGMOD training, AEF Reporting Tool (ART) training, and Pallet Build-Up/Hazardous Cargo Preparation training.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • Incumbent may be required to work other than normal duty hours to include evenings, weekends, and/or holidays.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems performing the following: (1) Applying analytical techniques and evaluation criteria to the measurement and improvement of the deployment program and in developing new and modified methods and consideration and resolution of deployment issues or problems of a procedural or factual nature; (2) Examining of a wide range of mortuary principles, practices, procedures, and regulations applicable to the full range of mortuary responsibilities on a military installation and relationship of these responsibilities to local civil emergency response agencies, along with the counties coroner's office within our jurisdiction; (3) Preparing Knowledge of natural disaster response procedures, training, techniques, and the use of programs, mission, and functions of the installation and MAJCOM to plan, schedule, and coordinate mortuary related issues and activities. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of and experience in mortuary affairs and search and recovery policies and program management requirements to include knowledge of protocol and procedures involved in planning and coordinating the work of others while arranging travel, lodging, memorial and funeral services in compliance with regulations, the wishes of Next to Kin (NOK), chaplains, Honor Guard, funeral home, commanders, and other supporting agencies. Knowledge of a wide range of federal and agency deployment/mobilization concepts, principles, practices, procedures, regulations, and laws applicable to the full range of UDM management responsibilities. Understanding of the methods, procedures, and skills in evaluating and performing deployment operations to identify and meet deployment requirements. Knowledge of established safety and occupational health principles, practices, procedures, laws, and regulations related to the safety program, risk assessment methods, and techniques for evaluating occupational safety and health risks. Knowledge of federal planning policy and guidance to include publications applicable to the functional area. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options concerning unit readiness. Ability to recognize the inter-relationships of various aspects of operating programs to integrate and analyze information to evaluate overall program status. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS:
The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active-duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position.
