The Chief Operations Officer (COO) for Member Services (MS) is organizationally aligned under Member Services. Member Services represents a single accountable and responsible authority for development, implementation and management of VHA's health care benefit administration programs. The incumbent is the single advisor to the Deputy Executive Director for Member Services and acts on his/her behalf with equivalent authority for all issues related to Member Services activities.
Duties
The Chief Operations Officer has day-to-day command and control of four business lines engaged in providing VA health care services and benefits to Veterans. The Chief Operations Officer assists in the direction, oversight and management of initiatives, programs, projects and other activities associated with Member Services. Addresses complex issues related to clarification of Veteran eligibility and ensures operating efficiencies and access to VA health care services and benefits. The COO provides executive leadership and direction to the offices and facilities and major Departmental level initiatives related to Member Services.
Work Schedule: 8am to 430pm Monday through Friday.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/14/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Maintains a continuous review of agency operations and national policy implementation.
Coordinates budget requirements, performance measurements, staff planning, and resource allocations for the purpose of accomplishing agency operations.
Establishes national level training programs that deliver training to medical center staff responsible for enrollment and eligibility activities.
Provides analysis and resolution of a wide variety of complex management issues.
Performs qualitative and quantitative analytical methods for assessing and improving program effectiveness in order to evaluate and make recommendations for improving the operations and delivery of the agency's programs.
Successfully develops, directs, and manages a multi-faceted national level program office consisting of various program responsibilities.
Assists in establishing policy, guidance, and direction relating to administering VA's Health Care Enrollment.

Physical Requirements: Work is primarily sedentary. Travel will be required.
