Duties

DO-0301-01 Serves as an event planner for visits by distinguished visitors, internal events, and groups for events such as special purpose meetings and conferences, awards, presentations, and various ceremonies, to include senior leadership conferences, technical symposiums, official and social functions, changes of command, and community leader events and high-level international and domestic visits. Provides policy and procedural guidance for the Director, Deputy Director, Director's Action Group Chief, Division Chiefs, and other applicable personnel concerning proper protocol requirements for visits, ceremonies, conferences, official meetings, briefings, social functions, and special projects. Plans and arranges ceremonies, conferences, meetings, office calls, escorts, lodging, photographic and audiovisual support, meeting facility, nameplates, transportation, supply, and other special handling needs. Accomplishes select special projects and tasks as determined by the Director. Serves as the primary point of contact to the leadership for all administrative support programs Defense Travel System (DTS) administrator, Self-Assessment Program Manager (SAPM), Management Internal Control Toolset (MICT), and audit liaison. Lead Organization Defense Travel Administrator (ODTA) for the directorate. Conducts studies, inquiries, and surveys to determine compliance with program requirements.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year or will have one year within 120 days of closing of this announcement, specialized experience at the next lower grade, GS-05, or equivalent in other pay systems. Examples of specialized experience includes understanding and implementing knowledge of the concepts, principles, and techniques of protocol matters, Air Force and military traditions, while effectively working with senior leaders, analyzing, and evaluating program efficiency and effectiveness. Familiarity with major issues, program goals, work processes, and administrative operations of the protocol. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: 1 full year of graduate level education OR superior academic achievement. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the concepts, principles, and practices of protocol, precedence funding, military ceremonies, and military traditions, both national and international. Knowledge of the protocol and military operational planning process and ability to apply that knowledge in routine exercise, contingency and real world operations. Knowledge of communication techniques, principles, and regulations to communicate effectively, both orally and in writing in responding to work related problems and questions. Skill in working, with people to maintain effective working relationships with groups interested in or affected by ceremonial and protocol programs and policies and skill in working with senior level military and civilian officials. Ability to plan, organize and direct functions and staff of a large sized organization to include providing guidance to both military and civilian personnel. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
