The Policy & Capabilities Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. Comprised of 7 organizations, PC oversees IC Human Capital; Acquisition, Procurement & Facilities; Intelligence Advance Research Projects Activity; Science & Technology Group; Requirements, Cost & Effectiveness; Policy & Strategy; and Data and Partnership Interoperability.

Duties

Major Duties and Responsibilities: Work closely with the DNI, PDDNI, and DDNI to execute the DNI's strategic priorities for the Intelligence Community and ODNI as an organization. Promote the IC vision and mission, and implement, lead, and guide the DNI's strategic intent for IC workforce wide policies, programs, and resources. Provide direct support to the DDNI on a myriad of complex issues, activities and programs that affect the entire IC; lead special projects that span across the IC, as needed. Lead and support the Directorate in building effective, productive, and collaborative relationships with counterparts in the ODNI, IC, and DOD, taking a broad-thinking and collaborative approach. Maintain effective working relationships with internal and external key stakeholders to address issues that span multiple mission or program areas. Lead and support the conduct and integration of activities across the offices of Policy and Strategy; Human Capital; IC Data; Requirements, Cost, and Effectiveness; Acquisition, Procurement, and Facilities; IARPA; and S&T. Build strategies and implementation plans for IC-wide strategic initiatives assigned to the Directorate. Lead, guide and establish strategic intent for future IC wide policies, programs, and resources. Routinely serve as the representational officer for the DNI, PDDNI, or DDNI, to national policy makers, Congress, OMB, and White House staff. Provide oversight and guidance on directorate personnel, budgetary, and other resource requirements. Lead and support the development of directorate personnel and career paths. Partner with U.S. Government agencies to ensure the delivery of effective and efficient mission support services to customers.

Qualifications

Mandatory Requirements: Superior leadership capability, with the experience to effectively communicate organizational vision and align employee and program performance to the mission. Expertise developing strategic approaches and plans for IC missions and activities. Deep knowledge and understanding of mission areas related to the directorate. Experience in practical challenges facing the IC in the current national security environment. Proven ability to coordinate, network, communicate, and exert influence effectively at multiple levels while maintaining positive and collaborative relationships. Excellent organizational, managerial, and leadership skills, including ability to effectively manage the professional development of staff. Strong strategic and tactical planning, critical thinking, and analytical skills required to propose innovative solutions and implement change with resourcefulness and creativity. Excellent oral and written communication skills, including the ability to clearly convey complex information to audiences of all levels. Expert ability to review, synthesize, and advise on a wide-variety of intelligence leadership, oversight, and management issues, processes, plans, outcomes, and reviews. Experience leading a large organization and fostering an environment of inclusion. Desired Requirements: Knowledge of both the IC and ODNI budgetary requirements, personnel regulations, and resource allocation policies and procedures. Prior service in at least two IC components. Outstanding performance in senior executive positions.
