This position is in the Audiology Department at the VA Puget Sound Healthcare System. In addition to the duties and responsibilities at the GS-12 grade level, the incumbent in this position will have administrative responsibility for the department's Clinical Education program. This includes the development, administration, and supervision of all clinical affiliation training programs and fieldwork experiences for Audiology graduate students and Externs.
Duties
Clinical Duties
Clinical duties and responsibilities include:
direct patient care involving a full range of audiology and balance evaluation and treatment services, including the selection and fitting of hearing aids and other amplification systems and devices, aural (auditory) rehabilitation, and counseling of hearing impaired veterans and their family.
Identifies and evaluates individuals with hearing disorders in the reception and perception of speech, language and other acoustic signals to a full range of patient complexity.
Administers the full range of tests including the testing of vestibular nerve function;
Evaluates the type and degree of hearing loss for patients who may be unable to provide consistent and reliable reaction to diagnostics; performs cerumen management;
Provides initial assessment for cochlear implant and vestibular referral.
Responsible for planning, delivering, and monitoring the effectiveness and clinical outcomes of patient-centered treatment and rehabilitative services for patients with significant physical and psychological complicating conditions; including, but not limited to,
the selection and fitting of all types of hearing aids;
programming of digital hearing aids;
issuance of hearing protection devices for prevention of acoustic trauma for those individuals working in a noisy environment;
selection and fitting of assistive devices and assistive listening devices such as personal and FM amplifiers, telephone amplifiers, radio or TV magnetic induction devices for special communication problems;
inspection, modification, and repair of amplification devices and ear molds.
Plans, conducts, and coordinates auditory (aural) rehabilitation, tinnitus, and/or vestibular rehabilitation programs for patients;
Designs patient-centered treatment plans to assist patient and caregivers to maximize and restore to the greatest extent possible physical and social functioning;
Designs, monitors, and conducts a comprehensive hearing conservation program for employees at risk for noise exposure.
Responsible for the proper maintenance and calibration of the specialized electro-acoustic instrumentation.
Special Clinical Program Responsibilities: Education Coordinator
Responsible for the coordination of multiple professionals from a variety of disciplines for optimal clinical care and educational programming.
Determines general and specific fieldwork objectives to be met, depending upon the educational opportunities available and each trainee's education needs, didactic preparation and previous clinical experience.
Implements programs, policies, and procedures to meet program goals, policy, and external accreditation requirements.
Monitors outcomes, participates in strategic planning, and implements strategies for continual program improvement.
Establishes, negotiates, maintains, and oversees affiliation agreements with all student programs by preparing educational proposals, scheduling students, designating clinical supervision, submitting reports, and evaluating the training program. T
Responsible for recruiting, onboarding, supervising, mentoring, and precepting student trainees and externs in Audiology.
Organizes Clinical Instructor assignments.
Serves as a back up to assigned staff Clinical Instructors when necessary.
Selects, adapts, and organizes training content; and instructional methods in the Audiology Training curriculum, making changes as necessary.
Observes and reviews with Clinical Instructor each trainee's performance, treatment plans, selection, and application of media to assist each in the development of the most effective treatment program assigned for trainees.
Confers with and counsels' trainees and other students and staff on matters pertaining to clinical education, including patient treatment, teaching models and their effectiveness, general and specific content of experience, assignments evaluations, and special educational needs and goals for each trainee.
Discusses each trainee's performance routinely with the appropriate staff member and trainee at mid-term and at completion of the fieldwork experience.

Qualifications

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education:
Doctor of Audiology (AUD) from an audiology program recognized by the Accreditation Commission for Audiology Education (ACAE) or Council on Academic Accreditation (CAA) of the American Speech-Language-Hearing Association (ASHA). HR office staff and management officials may verify a program's accreditation from ACAE at acaeaccred.org and] CAA at caa.asha.org. OR
Other doctoral degree in hearing science or a directly related field from an institution accredited by an accrediting institution recognized by the U.S. Department of Education.
NOTE: Effective January 1, 2007, the CAA in Audiology and Speech Language Pathology of ASHA accredits only doctoral degree or AUD programs in audiology.
Licensure: Individuals must hold a full, current, and unrestricted license to practice audiology at the doctoral level in a United States state, territory, commonwealth, or the District of Columbia.
English Language Proficiency: Audiologist candidates must be proficient in spoken and written English as required by 38 U.S.C. § 7403(f).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
Audiologist (Clinical Specialist), GS-13.
Experience. At least two years of experience as a professional audiologist, with at least one year comparable to the next lower grade level.
Demonstrated Knowledge, Skills, and Abilities (KSAs). In addition to the KSAs required at the full performance level, the following KSAs are required:
Advanced knowledge in a focused area of contemporary audiology practice to provide oversight of a specialty program.
Skill to evaluate the specialty program to ensure deadlines and goals are met.
Skill to coordinate initiatives and build consensus among interdisciplinary team members.
Ability to monitor and report on work progress in the specialty program to adjust workload and processes.
Ability to serve as the SME and provide education relating to the specialty program.
Assignment: For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity, and range of variety and be performed by the incumbent at least 25% of the time. Audiologists (clinical specialists) provide leadership and direct oversight in the design, development, implementation, planning, and management of the specialty program. They serve as coaches or facilitators for the interdisciplinary team and are responsible for training all support staff and trainees as it relates to the specialty program. These individuals serve as the SME in matters regarding the specialty program.
