The primary purpose of this position is: to perform paralegal duties to support over 30 military and civilian attorneys located within the Air Force Environmental Law and Litigation Division Environmental Law Field Support Center (ELFSC).
Duties
Provides paralegal support to staff attorneys. Serves as a paralegal specialist to staff attorneys rendering legal advice and representing in environmental law and litigation matters worldwide.
In support of the organization, utilizes a wide variety of office automation equipment and software and serves as the Computer Service Administrator for the ELFSC, to include support to the Environmental Law and Litigation Division in the National Capital Region.
Administers information systems; uses established computer techniques to identify and promptly resolve network-related problems within the organization.
Prepares non-technical correspondence on topics such as requests for information and the handling of Congressional inquiries and other sensitive matters.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions and Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience include: I have at least one year of specialized experience at the GS-07 grade level or higher or equivalent in other pay systems. Examples of specialized experience include: 1) utilizing extensive knowledge on litigation activities of Environmental Laws and Litigation claims regulations, policies, procedures, and processes sufficient to perform extensive research and investigation of records, precedents, and historical evidence necessary to resolve conflicting information. 2) analyzing issues of fact and issues of law while applying knowledge of rules of court procedure and evidence to prepare draft briefs, digests of case decisions, other litigation papers, and advisory opinions for attorney review. 3) employing knowledge of state-of-the art computer information systems and ability to apply knowledge of current automation technology and practices, and programming language and techniques.; 4) researching, updating, and filing Environmental publications and regulations utilizing specialized computer databases.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Ability to communicate orally and produce grammatically correct documents.
2. Ability to independently establish work priorities and perform legal research utilizing electronic methods (LEXIS/NEXIS, Westlaw, FLITE and Internet) and traditional methods (books, periodicals and CD-ROM).
3. Knowledge and understanding of the applicable laws, regulations, and practices governing federal civil litigation and other environmental litigation; ability to gather facts and effectively analyze and evaluate to accurately assess information and make sound decisions..
4. Knowledge of state-of-the art computer information systems and ability to apply knowledge of current automation technology and practices, and programming language and techniques.
5. Knowledge of correspondence rules and regulations to prepare and/or edit written correspondence, ensuring proper use of English grammar, spelling and punctuation.
6. Sufficient knowledge of an organization's mission to process incoming/outgoing and other legal correspondence.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
