This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Assigned to the Maintenance Section, you will work on a Floating Plant at field locations performing various trades such as rigging, pile driving, timber working, welding, sandblasting and painting.

Duties

Configure pile driving rig for operation. Select the correct pile to be driven based on job requirements. Construct or repair timber guide walls, retaining walls, mooring clusters, and locking gates. Operate small skiffs with an outboard motor to transport supplies and personnel. Perform sandblasting duties. Utilize welding and burning equipment for cutting bolts and structural steel and welding to repair guidewalls, mooring clusters, fender systems, steel sheet pile, etc. Make bridles and harnesses for picking up loads. Prepare metal structural surfaces for painting.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position requires you to obtain a Government Small Boat Operators License upon employment.
  • This position has a requirement to lift up to 50lbs. in the regular performance of duties.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
  • This position requires work to be frequently performed in inclement weather.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Rigging Worker without more than normal supervision. Duties include attaching slings and bridles; operating hand and power tools such as chain saws, drills, and impact wrenches; and cutting material to proper length, angle, and shape. - Failure to meet this Screen Out Element will result in an ineligible rating. PHYSICAL EFFORT: Employee exerts heavy effort in pushing, pulling and lifting. The work requires continuous standing, walking, and stooping. Employee frequently lifts and carries moderately heavy objects such as cables, chains, and heavy ropes, lifting hooks, timber etc. Occasionally moves objects weighing up to 75 pounds such as sandblasting equipment and accessories. WORKING CONDITIONS: Work is performed outside, in all types of weather, usually over water. The work area may be confined to the open deck of a spud barge or work pontoon. May be required to work at heights above 20 feet in order to guide piling into alignment and as high as 80 feet to sandblast and paint large, structures. Employee is exposed to dust, dirt. flying abrasives, rust, spray, fumes, excessive noise, and hazards such as working over water, lacerations from tools, and exposure to the chemicals used to treat piling and timbers. May be required to wear protective equipment and clothing that are sometimes heavy and uncomfortable.
