We expect to fill 1 vacancy in a choice of 3 locations at this time: Casper, WY, Lander, WY or Worland, WY; however, additional positions may be filled from this announcement if they become available.

Duties

Conduct criminal investigations of persons/parties who are suspected of offenses of the criminal laws of the United States. Consults with Assistant United States Attorneys regarding development of investigations, evidence and all aspects of preparation for trial. Maintains liaison with Federal, State and local enforcement authorities, and with other organizations inside and outside the Bureau for purposes of obtaining, securing, or exchanging factual information or testimony. Prepare detailed case reports and make recommendations for action. Conducts the full range of difficult and complex law enforcement activities that involve the sensitive and discrete handling of cases.

  • An applicant appointed to this position must possess and maintain a valid state driver’s license while employed in this position.
  • Applicant(s) tentatively selected for this position will be required to submit a urinalysis to screen for illegal drug use and to pass the test prior to appointment. In addition, this position is subject to random testing for illegal drug use.
  • If selected for this position, you will be required to complete a Confidential Financial Disclosure Report, OGE-450 within 30 days of reporting to duty. You will be required to provide this information annually.
  • May require completion of a one year probationary period.

  • The incumbent may be eligible for Law Enforcement Availability Pay.
  • Candidates under consideration will be required to certify whether they have ever been convicted of a misdemeanor crime of domestic violence . False or fraudulent information provided by candidates is criminally punishable by fine or imprisonment.
  • The individual selected for the position must successfully complete the Criminal Investigator's Training Program (CITP) at the Federal Law Enforcement Training Center, or its equivalent, if one has not already been completed.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement(s); please be sure to include this information in your resume. No assumptions will be made about your experience. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled. To qualify for the GS-12 grade level, 1 year of specialized experience equivalent to GS-11 is required. Examples of work experience include, but are not limited to: experience in working multi-jurisdictional and complex criminal investigations in a natural resources or public land setting; testifying in a court of law; documentation of a criminal investigation in investigative reports; a knowledge of Federal and state laws; knowledge of administrative, civil and criminal proceedings; and experience coordinating criminal investigations for natural resources or public lands. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. There is no substitution of education for experience at the GS-12 and above grade levels. FOR TEMPORARY PROMOTION: To qualify for the GS-12 grade level, 1 year of creditable specialized experience equivalent to the GS-11 is required. FOR DETAIL: Employees who currently hold a position at the advertised grade level or higher, will be placed on a detail at the grade level advertised. If selected, the applicant will not receive an increase or decrease in pay; however, Request for Personnel Action (SF-52) will be completed and placed in their e-OPF as documentation of holding this position. Current federal employees are subject to time-in-grade requirements in addition to specialized experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Selective Placement Factor(s): This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified. The maximum entry-age for this position shall not exceed age 37, unless you have sufficient prior Federal civilian law enforcement experience, or you are a preference eligible Veteran. If you are a preference eligible Veteran, you may be eligible for this position after your 37th birthday. You must supply a copy of your Defense Department Form 214 (DD-214) along with Standard Form 15 (if applicable) and any associated documentation in accordance with the instructions in this vacancy announcement. Failure to provide this documentation with your application will result loss of eligibility to receive a waiver of the maximum entry age requirement. The incumbent must successfully complete 40 hours of in-service training annually. The individual selected for the position must successfully complete the Criminal Investigator's Training Program (CITP) at the Federal Law Enforcement Training Center, or its equivalent, if one has not already been completed. Special retirement coverage will not be affected by this detail/temporary promotion. Your position of record determines your retirement coverage. An applicant tentatively selected for this position will be required to complete and receive a favorably adjudicated background investigation clearable for access to Top Secret classified information prior to his/her appointment. This is a primary law enforcement position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). The position is subject to maximum entry age (MEA) requirements. The MEA for this position shall not exceed age 37; unless you have sufficient prior Federal civilian firefighter/law enforcement experience, or you are a preference eligible veteran. If you are a preference eligible veteran, you may be eligible for this position after your 37th birthday. You must supply a copy of your Defense Department Form 214 (DD-214) along with Standard Form 15 (if applicable) and any associated documentation in accordance with the instructions in this vacancy announcement. If over the MEA and you are not a Veteran, proof of prior covered service must be submitted prior to employment. Acceptable proof consists of SF-50s showing beginning and ending dates of covered/creditable appointments and copies of approved letters based on individual claims. Physical Demands: Majority of work is field oriented in nature and requires frequent travel to any part of the United States for meetings, law enforcement operations, investigations or other program activities. Work Environment: Work is performed both in an office setting and outdoors with exposure to hazardous and environmentally adverse conditions. Law Enforcement Retirement: The incumbent of this position performs primary law enforcement work and is eligible for coverage under the law enforcement retirement provisions of Title 5 U.S.C.
