Duties

This position provides technical engineering support for projects in range, recreation, wildlife, and facility/infrastructure. Conducts field surveys to collect data on site conditions and inspect structures. Assists with development, preparation, and/or review of plans, specifications, and cost estimates for construction and/or proposed/ongoing projects. Coordinating and assisting on projects such as construction and maintenance of facilities like pipelines, wells, reservoirs, spring developments, fences, recreation sites, BLM buildings, and roads. Serving as the Contracting Officer’s Representative (COR) or Project Inspector (PI) on assigned projects conducting pre-work, construction phase inspection, and follow up conference with contractors. Monitors contractor’s work and materials testing/reporting to ensure compliance with specifications, drawings, terms, and provisions of the contracts.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. For GS-07 You must possess one (1) full year of specialized experience at or equivalent to the GS-06 level that is equivalent in difficulty and complexity as indicated by the following examples: technical work in drafting, surveying, construction, estimating, contract management, and trade positions; assessing construction sites to evaluate the need for engineering measures; preparing drawings using Computer-aided Drafting and Design (CADD) and manual methods; designing engineering practices and structures for review and approval. -OR- Education: (1) full year (18 semester hours) of graduate level education directly related to the work of this position. - OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. For GS-08 You must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: reviewing specifications for proposed engineering projects to provide evaluation and advice; reviewing technical submittals and bid proposals to ensure contractor work meets requirements and standards; reviewing construction schedules and contractor payment requests; assisting in the preparation of cost estimates; designing engineering practices and structures for approval and organizational use. -OR- Education: Two (2) full years (36 semester hours) of graduate level college education or received a master's degree in civil engineering, or a directly related field (Note: undergraduate education cannot be substituted for specialized experience to qualify for GS-8). - OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: The work requires some physical exertion, such as long periods of standing; walking over rough, uneven, rocky, or slippery surfaces; recurring bending, crouching, stooping, stretching, climbing, or similar activities; recurring lifting of light to moderately heavy items weighing less than 50 pounds (i.e., 23 kilograms), such as testing or measuring equipment; and/or regular visits to construction, industrial, marine, or other outdoor sites. Work Environment: Work involves regular and recurring exposure to moderate risks and discomforts, such as the following: dust, strong odors, or fumes from fuels, chemicals, or engine exhaust; high levels of noise and vibration, dust, grease, electrical hazards, uncovered moving parts of machinery, moving machinery; or outdoor conditions involving moderate exposure to rain, cold/hot weather, icy streams, and rivers. The work environment requires the employee to stay alert continually and to take special safety precautions including wearing special protective items of clothing.
