This position is located in the Maintenance Division of the Morale, Welfare and Recreation Department, SUBASE, Kings Bay, Georgia. Responsible for the complete coordination of criteria, planning and construction progress and maintenance management of all facilities assigned, including administering and supervising performance of work to keep buildings and equipment in good repair, and completes "In House" self-help construction projects. Maintains records of the status of all MWR facilities.
Duties
1. Incumbent provides training and work assignments, verifies time cards, provides position descriptions to subordinate employees. Incumbent is responsible for all staffing matters i.e., scheduling, approving leave, resolving complaints, initiating basic disciplinary actions and conducting employee performance evaluations. Incumbent provides guidance to workers and answers questions on procedures, policies, written instructions, work methods in a variety of fields i.e., plumbing, carpentry, construction, painting, wallpapering and electrical. Ensures that there is enough work to keep everyone in the work crew busy. Checks work while in progress and when completed to determine if manager's instructions on work sequence, procedures, methods, and deadlines have been met.
2. Assists the Operations Director in preparing studies relating to the branches of the MWR Department mission and facility needs, to the short, mid and long-range plans for the MWR Director as requested.
3. Establish and maintain liaison with Facilities and Environmental Directorate to assure efficient and controlled exchange of information relating to the development of MWR facilities planning. Acts as the MWR "customer" liaison to assure timely and quality-controlled performance of project work by Facilities and Environmental Directorate and other contractors.
4. Incumbent assures that needed stock is obtained from supply locations. Maintains inventory control on all supplies, tools and equipment used by the maintenance personnel. Assures adherence to safety and housekeeping rules.
Conducts periodic inventories of supplies and assigned equipment as required.
5. Establishes criteria, develops designs, and constructs minor construction, remodeling, renovation, and alteration projects of existing facilities.
6. Directly supervises approximately (1) Electrician, (3) Maintenance Mechanics, (1) Maintenance Worker and (1) Maintenance Laborer.
7. Incumbent acts as the alternate Directorate Safety Representative.
8. Incumbent performs other related duties as assigned.
Requirements
- Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.
- Must successfully pass the E-verify employment verification check. Any discrepancies must be resolved as a condition of employment.

- May be required to pass pre-employment examinations.
- Must provide proof of U.S. Citizenship or U.S. National.
- A valid State driver's license is required to operate motor vehicles.

- Selective Service Registration is required for males born after 12/31/1959.

Experience must demonstrate the following:
Must have a minimum of four (4) years of experience in facility maintenance or design.
Ability to read, understand and interpret A & E Drawings and specifications, technical documents and journals, to analyze and report on physical conditions of structures and systems within the scope of responsibility, to state in writing and orally clear and uncomplicated terms, information relating to the full scope of the position, and to make sound independent decisions effecting the entire scope of the overall MWR Department Facilities Maintenance Program with limited direction.
