DCSA Personnel Security Front Office is looking for an experienced management analyst with leadership and team lead capability to manage a broad range of directorate operations, and drive HR related staffing actions in support of the Deputy Director of Staff.

Duties

This is a Term position NTE two years, one day; The position may be extended, and may become permanent without further competition. Per DoDI 1400.25-V2005, term appointments terminate automatically upon the expiration date unless approval has been granted for an extension or the employee resigns or is separated at an earlier date. These appointments may be terminated at any time by the DoD Component. As a MANAGEMENT AND PROGRAM ANALYST you will be responsible for the following duties; Incumbent will maintain awareness of agency-wide policies, procedures, regulations, directives, and develop and recommend the operational framework for Personnel Security directorate HR and staffing actions, professional development programs, and processes designed to increase efficiency in overall operations. Incumbent will ensure mission and directorate success by integrating mission support elements into overall operational planning, strategy, and execution in support of the Personnel Security Front Office directorate. Incumbent will assist the Deputy Director of Staff and assist the Director of Staff in establishing strategic staffing/organizational and management priorities, identifying metrics for success, and acting as the main point of contact. Incumbent will provide team leadership over assigned functions and tasks, strategic planning, programming, budgeting and procurement, civilian personnel management, space, asset and records management, acquisition and contracting, performance and accountability and other duties as assigned.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Oversees workload based staffing standards (Manning levels) and force management decisions (billets, staffing, classification, hr processes) to ensure organization standards; Provides administrative coordination of agency budget-related policies and procedures for working capital and general funding; Reviews acquisition and contract administration, policy and procedures to support senior leadership decisions; Collaborates with Senior leaders and stakeholders on resource operations, quality and support of investments and long-term problems for administrative policies and procedures. Specifically you will be evaluated on the following competencies: Performance Management -Apply performance management concepts, principles, practices, and regulations, regarding planning, monitoring, advising on the rating and rewarding of employee performance. Critical Thinking -Ability to examine issues and ideas and to identify good and bad reasoning in a variety of fields with differing assumptions, contents, and methods. Strategic Workforce Planning-Analyze workforce data to develop, integrate, and align human resources strategies with the enterprise focus to support and influence decision-making on human capital needs and planning. Customer Service -Anticipates and meets the needs of both internal and external customers. Delivers high-quality products and services; is committed to continuous improvement. Leadership-Inspires, motivates, and guides others toward goal accomplishment; coaches, mentors, and challenges subordinates; adapts leadership styles to a variety of situations; models high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors.
