Duties

Responsible for the formulation, justification, and execution, tracking and monitoring of the Jacksonville District's Civil Works Program. Applies a thorough and working knowledge of study and project management principles, and understanding of the Corps organizational structure and functions, business practices, procedures, techniques, regulations, and guidance. Ensure projects are entered into P2 and are accurate. Reviews project progress, measuring performance and recommending necessary corrective actions to maintain agreed upon schedule and cost. Confirms the completeness and accuracy of the data and enters it into P2. Ensure that Work breakdown structure (WBS), Schedule Development, District Resources and other components are accurate. Uses progress reports, baseline comparisons and other tools to identify performance to identify performance variations in cost and schedule from the plan. Coordinates, develops and prepares the current year program and monitors and tracks key milestones, obligations and expenditures throughout execution.

You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience (GS-09): One year of specialized experience which includes experience maintaining manpower data; knowledge of manpower regulations; and assist with manpower equipment and management programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience (GS-11): One year of specialized experience which includes experience maintaining manpower data; coordinating manpower packages for review; administering improvement reviews; recommending policy changes; knowledge of manpower regulations; assist with manpower equipment and management programs, and present briefings to managers and other official staff. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a major study in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
