About the Position: As the Program Analyst for the Real Estate Division, administers and coordinates activities involved in the programming, budgeting, scheduling, and utilization of funds. Responsible for the coordination and execution of assigned portions of program planning and analysis for the Real Estate Division. Develops detailed ways and means to obtain objective desired, suggest and make recommendations which will effectively contribute to the decision-making process.

Duties

Serves as a Program Analyst in the Real Estate Division with responsibility for formulating, establishing, monitoring, recording, analyzing, evaluating, forecasting, and recommending modifications or changes to the Real Estate budget. This work will be accomplished in accordance with approved work program plans, policies, and general objectives of the Real Estate Division program in support of the District’s mission. After thorough analysis of data, provides input for annual or mid-range budget, identifies possible financial ramifications due to the rate of budget execution and staffing costs. Responsible for preparing and monitoring the Real Estate Division’s overall budget program schedules. Monitors funding levels for each work category labor cost elements and ensures appropriate Corps of Engineers Financial Management System (CEFMS) labor accounts are monitored for fund availability. Reviews scheduled versus actual reports from CEFMS for all funding accounts throughout the execution phase, and evaluates all budgets for areas of imbalance, identification of actual and potential problems, trends, and other factors. Prepares all Requests for Personnel Action (RPAs) in DCPDS or Auto NOA for submission to HR for actions such as recruitment, reassignments, change in work schedules, extensions of appointments, return to duty, leave without pay, etc.

  • Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Minimum Qualifications GS 11: Specialized Experience: One year of specialized experience which includes perform analytical and/or administrative duties to prepare Requests for Personnel Action, process and review time and attendance, collect and process rental payments and/or checks received, and/or acts as ordering officer or credit cardholder; operate scheduling software to manage budget milestones and/or monitor project schedules; and perform budget evaluation process duties such as tracking obligations and expenditures, preparing budget submissions, coordinating cost estimates, and/or allocating project resources. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
