This position is a Contract Specialist, Division of Acquisition Management, located at the Bemidji Area Office, Bemidji, MN. This position reports to the Executive Officer or Designee. Reduced Area of Consideration: Per IHS Merit Promotion Plan 7-2.4 C, Management has determined that there is likely to be an adequate number of qualified applicants in the local commuting area. Non-Indian preference candidates outside this area will not be considered.

Duties

Participates in the processing of acquisitions such as planning, negotiation, administration, and closeout. Identify potential suppliers, assure adequate competition and prepare solicitations for review. Review and analyze bids for responsiveness and bidders for responsibility. Recommend award of contracts. Review and monitor the administration of the contract post award. Prepare final documentation of the negotiation process. This is a temporary position not to exceed 1 year with the option to extend 1 additional year. Management can terminate this temporary position at any time. Per managements discretion this temporary position may be non-competitively converted to a permanent position at any time. Time in grade restrictions apply.

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Basic Requirements for GS-13 and Above Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. and A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: GS-13: One year of specialized experience equivalent to at least a GS-12 grade level. Specialized Experience Defined: Performing the full scope of the acquisition cycle with contract authority for all acquisition functions; analyzing operational needs and making decisions on award of contracts, grants, and cooperative agreements; providing technical oversight to Project officers and Contracting Officer Representatives (COR?s) in all phases of the acquisition cycle; providing supervisory oversight to acquisition staff; establishing goals and objectives and monitoring and evaluating progress of same. Selective Placement Factor In additional to the minimum requirements, applicants must meet the Selective Placement Factor to be considered. Applicants who do not meet the selective placement factor are ineligible for further consideration. I have a current Federal Acquisition Certification in Contracting, Level II (FAC-C Level II). SELECTIVE PLACEMENT FACTOR: Selective factors are knowledge, skills, abilities, or special qualifications that are in addition to the minimum requirements in a qualification standard, but are determined to be essential to perform the duties and responsibilities of a particular position. APPLICANTS WHO DO NOT MEET THE FOLLOWING SELECTIVE FACTOR ARE INELIGIBLE FOR FURTHER CONSIDERATION: A COPY OF THIS CERTIFICATION MUST BE SUBMITTED WITH YOUR APPLICATION. Professional Certification: Must possess and maintain a valid current Federal Acquisition Certification in Contracting, Level II (FAC-C Level II). Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
