This Community Planner GS-0020-11 FPL GS 12 position is located at the following location: El Portal, Yosemite National Park (YOSE). Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will work from approximately January through November, and you will be in a non-pay status for the remainder of the year.

Duties

Duties may include but are not limited to the following: Performs a wide range of duties related to planning and functions as a planning project specialist involved in the preparation of a variety of planning projects and studies and related environmental documents. Provides technical advice to other project managers and planning team members on outdoor recreation planning, problem solving, public involvement, and environmental compliance. Performs as a project specialist on interdisciplinary teams of planning professionals and collaborates with the public to prepare a variety of planning projects and studies. Accountable for the quality of technical analysis and related planning documents and ensures the delivery of assigned key project tasks and related planning services in accordance with project agreements and annual production goals. Seeks and utilizes best practices, data, and a diversity of input to analyze and make recommendations to support sound planning decisions.

Qualifications

All qualifications must be met by the closing date of this announcement-06/20/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. In order to qualify for the Community Planner GS-0020-11/ 12 positions, you must meet the basic requirement of: Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner. OR Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. AND To qualify for the Community Planner position at the GS-11 grade level (along with additional basic requirements listed above), you must possess the following minimum qualifications by close of the announcement: Experience: I possess one year of experience equivalent to at least the GS-9 level in the Federal service that includes but is not limited to performing the following duties: providing technical planning assistance, coordination, and leadership for cooperative conservation and outdoor recreation planning projects which includes: providing technical assistance to federal, state and local agencies and organizations to create a local and regional network of parks, rivers, trails, greenways and open spaces; developing methods for involving the public in the planning process; organizing and coordinating planning projects; planning workshops and engaging community interests. OR Education: I have 3 years of progressively higher-level graduate education leading to a Ph.D or equivalent doctoral degree or equivalent. OR Combination: I have a successful completion of a combination of education and experience as described above. To combine education and experience, first take the education credit; then take the number of months of full time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include hours per week on your resume as well as transcripts. To qualify for the Community Planner position at the GS-12 grade level (along with additional basic requirements listed above), you must possess the following minimum qualifications by close of the announcement: Experience: I have one year of specialized experience (equivalent to at least the GS-11 level or pay band in the Federal service) that includes but is not limited to performing the following duties: serving as technical lead on core elements of planning projects and studies (e.g. general management plans, special resource studies, heritage area plans, wilderness studies or visitor use management plans) and related environmental documents (e.g. environmental assessments and impact statements); guiding a project in the technical planning processes and analysis techniques related to outdoor recreation planning ; preparing technical research scopes, budgets, schedules and mentor less experienced staff to ensure planning deliverables remain on track; developing approaches to resolve conflicts associated with complex and diverse circumstances arising from continuous changes in programs, policies guidelines, technology and/or contentious issues or complicated political situations. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
