This position is located in the Refugee, Asylum & International Operations Directorate (RAIO), Statelessness, TRIG and Research (STAR) Division, TRIG Branch. As a Supervisory Adjudication Officer, with the Terrorism Related Inadmissibility Grounds (TRIG) Branch, you will provide management and oversight of the TRIG program by providing research and resources to adjudicators.

Duties

Serve as USCIS Terrorism-Related Inadmissibility Grounds (TRIG) Working Group Chair, coordinating and directing meetings with representatives from agency program offices and directorates; oversee preparation and dissemination of materials for TRIG Consider and propose new TRIG exercises of exemption authority and oversee management of exemption review process. Represent USCIS on TRIG issues in meetings, briefings, and engagements within USCIS and with DHS, other interagency partners, and outside entities. Oversee exemption adjudications for cases referred by Immigration and Customs Enforcement (ICE) from Immigration Court proceedings. Oversee research initiatives across USCIS, involving novel or complex TRIG issues, taking into account operational needs of the Field Operations Directorate, Service Center Operations Directorate, and RAIO. Manage and respond to TRIG related communications and correspondence, including drafting and issuance of TRIG reports, and responses to congressional, interagency, and NGO inquiries. Develop annual USCIS TRIG training plan and oversee specialized TRIG training for USCIS adjudicative directorates.

Qualifications

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 06/14/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 06/14/2024. GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Subject matter expert in laws, regulations, policies, and adjudications on U.S. immigration and terrorism-related inadmissibility grounds. Clearly lays out issues, complex analysis, and recommendations, through verbal and written communications, including public speaking and drafting documents for agency-wide decision-making, implementation, and dissemination. Conducts evaluations of programs and recommends solutions to time sensitive, contentious, critical, or undefined issues affecting an organization's strategic goals. Works as a liaison and maintains relationships with stakeholders and personnel from within USCIS, other parts of DHS, or other government departments and agencies.
