About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army NETCOM Headquarters in Fort Huchuca, AZ.

Duties

Serve as the US Army Cyber Network Technology Command (NETCOM) Command senior Records and Information Management (RIM) Specialist. Act as the subject matter expert for NETCOM headquarters, associated units, and battlefield environments on all Records and Information Management (RIM) issues. Attend routine and regular Sensitive, Compartmented Information (SCI) video teleconferences, meetings, and working groups. Manage records management programs such as the Privacy Act and Freedom of Information Act (FOIA). Advise senior managers and Chief of Staff as a technical expert on command-wide electronic and non-electronic records management issues. Provide oversight of the policy analysis and development efforts conducted by contractors and Government employees to establish or update official policy publications. Coordinate with subordinate organization program managers to ensure records creation, maintenance, use, and disposition are in accordance with guidance and the Federal Records Act.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • This is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f.
  • Incumbent is subject to overtime on short notice due to 24 x 7 support. This may require overtime on nights, weekends, holidays, etc.
  • This position is subject to the incumbent being on-call.

Specialized experience would be demonstrated by administering a command level Records and Information Management (RIM) program through records management laws, regulations, rules, policies, procedures and practices to align with an organization's business and mission needs; managing the records management life cycle process including the identification of essential records, establishing their protection, and access, in support of Continuity of Operations (COOP); and establishing and assessing Records and Information Management (RIM) policies, procedures, and practices to ensure they support the principles of transparency and information sharing throughout an organization.
