The Department of Energy's (DOE) Office of Science - Headquarters is looking for a seasoned executive to serve as the Director, Office of Safety, and Security, which is a key member of the Office of Science senior leadership team.

Duties

As the Director, Office of Safety and Security you will: Serve as a key member of the Office of Science senior leadership team. Take responsibility for leading and managing, both technically and administratively, the activities and functions of the office and integrating them into a cohesive mission supporting the management, operation, and overall wellbeing of the organization's laboratories. Develop policy and guidance on all ES&H, including integrated safety management to ensure the protection of the environment, workers, and the general public and facilities. Direct the formulation and defense of the budget through the agency, the Office of Management and Budget (OMB), and Congress; oversee the execution of the annual budget. Determine the financial and personnel resources needed to achieve mission objectives and support mission operations. Serve as the Acquisition Executive for projects funded through the program budget; manage a corporate safeguards and security (S&S) program; and develop and execute the budget for the program.

EXECUTIVE CORE QUALIFICATIONS: The five ECQs described below were designed to assess executive-level experiences and potential not technical expertise. They measure whether you have the broad executive skills needed to succeed in a variety of SES positions. 1: Leading Change: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment. 2: Leading People: Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. 3: Results Driven: Ability to meet organizational goals and customer expectations and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. 4: Business Acumen: Ability to manage human, financial, and information resources strategically. 5: Building Coalitions: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): As part of your application package, a separate document must be uploaded addressing each MTQ listed below. No more than one page per MTQ is allowed; additional information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Your leadership and management skills must be addressed in the MTQs listed below. Failure to submit a narrative statement addressing each of the MTQs may cause your application to be deemed incomplete and not be considered. MTQ 1: Demonstrated experience in providing leadership and direction to a significant program with complex scientific or technical mission responsibilities, providing policy and guidance in support of nationally recognized large-scale research and development facilities or programs. Demonstrates a general understanding of ES&H principles as well as a working knowledge of and ability to oversee a wide variety of business and operational activities such as environment, safety and health, security, procurement, financial management, and human resources management. MTQ 2: Demonstrated executive skill in communicating with senior management officials in the public or private sector, scientists, engineers, safety professionals, and the public to develop support for complex or controversial programs and/or respond to concerns.
