This position is located in the RD State Offices. The Deputy State Director (DSD) participates fully with the State Director in furthering the mission of USDA Rural Development.
This position may be eligible for hiring incentives.
This position is neither remote nor virtual. The employee will be expected to report in person to the assigned duty location.
Duties
Applies a broad comprehensive knowledge of organizational program policies and objectives.
Provides expert advice and oversees development and implementation of statewide business plans designed to plan and project the most effective utilization of resources.
Represents the State Director in contacts with representatives of other USDA and Federal agencies, colleges, local groups, and the general public to enlist cooperation
Incumbent exercises first and second level supervisory responsibilities, including, but not limited to: Directs, coordinates, and oversees work through subordinate supervisors.
Requirements

- Successful completion of one-year probationary period, unless previously served.
- Subject to one-year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
Time In Grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
GS-14 level: Applicants must have one (1) year of specialized experience equivalent to at least the GS-13 or its non-federal equivalent that demonstrates expert knowledge of organizational management issues and program area operations to advise, analyze, recommend, and coordinate resolution of broad and difficult program, policy, and technical problems. Experience managing, directing and supervising the work of employees engaged in servicing and approving complex and difficult commercial loans, grants, or guarantee programs. Experience providing advice and oversight related to administrative matters involving human resources, contracting and procurement, budget and fiscal management, property, building and facilities management, travel, and emergency management. Experience developing networks and building alliances, collaborating across boundaries to build strategic relationships to achieve common goals. There is no education substitution for the GS-14 grade level.
