This position is located within the Engineer Project Section of the Facility Management Service at the VA Medical Center in Salem, MA. The Engineering Technician in involved all tasks (including concept development, design, and construction) related to improvements to buildings, utilities, plant and systems, using independent judgment to design, write specifications, develop drawings, comprise construction cost estimates and manage projects from start to finish.
Duties

Major duties and responsibilities include:
Develops and maintains up-to-date drawings and maps of the facility existing construction and arrangement of civil, mechanical, electrical, architectural and structural components, and utility distribution systems
Analyzes requirements, takes measurements, and makes sketches of existing structure and components for use in the preparation of working drawings
Designs civil, electrical, mechanical, architectural, and structural drawings using Computer Aided Drafting (AutoCAD) software
Writes specifications and develops drawings
Develops cost estimates and manages projects from start to finish
Evaluates the general project scope and customer needs to determine which design method should be used
Develops the design and prepares documentation for competitive bidding for a variety of multiple use construction projects and for project budget submissions
Assists in the selection of Architectural/Engineering Firms
Serves as the Contracting Officers Representative (COR) on construction and renovation projects
Attends pre-bid and pre-construction conferences and assists in the selection of contractors
Provides technical cost analysis of the contractor's proposal to the Contracting Office
Performs other duties as assigned
Work Schedule: Monday through Friday, 7:45am to 4:15pm

Qualifications
To qualify for this position at the GS-10 level, you must meet one of the following:
Experience: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of an Engineering Technician. Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes; Instrument maker or model maker who performed design or development work on devices fabricated. At this grade level, experience should include: Work where you were responsible for applying knowledge and experience in construction methods and techniques, and federal, state, and local building codes and standards; Applying knowledge of architectural, mechanical, electrical, and civil engineering concepts, principles, and practices applicable to the design, construction, or review of renovation and constructions projects to include knowledge of and experience with heating, air-conditioning, piping, plumbing, ventilation, fire protection, architectural finishes, and similar types of equipment and systems; Developing and interpreting construction plans, specifications, and cost estimates for proposed designs and renovations; Utilizing AutoCAD and preparing drawings and sketches; Reading and interpreting drawings and blueprints; and providing technical assistance in the overall planning of construction and renovation projects. Education: Successful completion of two and one-half (2.5) years of progressively higher-level graduate education that is directly related to the work of the Engineering Technician position, such as engineering, construction, or industrial technology. Combination: Equivalent combinations of successfully completed graduate level education (beyond master's degree) and specialized experience, as described above. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: Although sedentary in nature, the position sometimes demands physical requirements such as walking, bending (such as long periods of working over a drafting table), climbing and crawling as may be required during field survey or during site inspection.
