You will serve as a MANAGER in the Sub-Orbital Vehicles Division (ORG W20) of NAVAL SURFACE WARFARE CENTER, Port Hueneme Division, White Sands, New Mexico Detachment.

Duties

You will serve as the Division Manager, providing command leadership, advocacy, oversight, and execution of the Sub-Orbital Vehicles Program, You will develop and maintain continuous liaison with the NAVSEA, MDA, and other program sponsors to ensure conformance with program objectives, You will develop and implement an integrated program plan tailored to meet the needs of Department of Defense, industry, and partner nation customers, You will supervise the execution of complex science, technology, research, and development projects related to sub-orbital vehicle technology and operations, You will plan and monitor execution of projects within the Sub-Orbital Vehicles Division, You will formally identify, communicate, mitigate and manage programmatic risks associated with the projects executed by your Division, You will develop, interpret, and implement policies, directives, and regulations relevant to sub-orbital vehicle operations and launch services, You will provide technical guidance on complex engineering issues and oversee program management and test and evaluation activities, You will serve an essential role in providing equal employment opportunity (EEO) and ensure the implementation of EEO policies within the division, You will efficiently and effectively manage the operations of the Sub-Orbital Vehicles Division, ensuring optimal performance and adherence to applicable law, regulation, and policy, You will provide programmatic and financial management reporting, ensuring transparency and accountability in divisional activities, You will develop, plan, implement, manage, and control all aspects of the division, including cost, schedule, and performance of the sub-orbital vehicles mission area, You will organize and present thoughts, plans, and results clearly and concisely in both formal and informal settings, You will communicate complex concepts orally and in written form to a broad spectrum of personnel, including delivering presentations to all levels of management, You will lead special projects and studies; provide sponsor awareness of the command’s technical and Test and Evaluation policies and procedures, and ensure command readiness to assume responsibilities for sponsor workload and requirements.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the ND-04 pay band (GS- 12/13 equivalent) or grade level in the federal service or equivalent experience in the private or public sector as a professional engineer, developing, testing, and advising on combat systems and warfare elements (e.g. sub-orbital vehicle technology and operations) to provide technical project management and advocacy for an organization. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
