You will serve as an ADMINISTRATIVE SPECIALIST in the Public Works Department (PWD) Great Lakes of NAVFAC ENGINEERING CMD MID-ATLANTIC.
Duties
You will direct Public Works Department (PWD) administrative functions and ensures consistent practices and processes among all subordinate administrative staff.
You will perform recurring audits of administrative requirements and recommend personnel movements to achieve workload and workforce shaping goals.
You will provide management support services in the areas of program cost analysis, annual/multiyear/long range fiscal planning, development of annual work-plans.
You will conduct or participates in management studies for cost effective organizations.
You will coordinate new employee orientation and support a wide range of hiring actions.
You will provide advice and assistance to PWD supervisors in the administration of DPMAP reviews/ratings and various personnel awards programs.
You will participate in coordinating the Weekly Operational Risk Management report.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
FOR THE GS-9: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing and measuring the effectiveness and efficiency of administrative operations and developing recommendations for improvement. 2) Applying extensive knowledge of personnel administration, regulations, and policies. 3) gathering, analyzing, and evaluating information concerning management
programs, drawing conclusions, and recommending appropriate actions. 4) Identifying and solving problems where no set procedure or precedent is established. 5) preparing and presenting findings or recommendations, carrying out specific actions regarding controversial issues, and/or selling or implementing new ideas and concepts. 6) establishing workflow methods and procedures, determining work to be accomplished and setting work priorities.
FOR THE GS-7: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting with providing support to PWO, DPWO, and the four Division Directors for various administrative actions and efforts. 2) Assisting higher graded specialists in analyzing administrative requirements and performing recurring audits of administrative requirements. 3) Providing responses to various administrative taskers and data calls. 4) developing briefings and presentation materials. 5) Assisting with submitting and tracking personnel/staffing actions. And 6) providing administrative support for safety eSystems.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
FOR THE GS-7:
1 full year of graduate level education
or
superior academic achievement
FOR THE GS-9:
master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
