About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W6EC01 US ARMY ACQUISITION SUPPORT CENTER and serves as the senior cyber intelligence planner and advisor for Department of Defense programs and systems assessment operations.

Duties

Interpret and implement cyber vulnerabilities and solutions with reference to the U.S. Army’s Strategic objectives in cyber security. Self-generate critical tasks based on organizational mission and strategic goals. Serve as a senior lead and manager of critical test resource during the cyber Operational Test (OT), Developmental Test (DT), and Technical Assessments (TA). Develop realistic cyber operational environments that provide sufficient data to support congressional requirements to assess the Dept. of Defense information assurance posture. Employ threat-validated methods as part of the test and evaluation process, shared and coordinated across the intelligence community. Manage the creation and dissimulation of intelligence analysis and integration of intelligence products. Plan, coordinate, and synthesize research undertaken by other government agencies and private sector organizations, then prepares tailored Intelligence Operations (IO) Support Packages to support fielded systems.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
  • Must be able to obtain and subsequently maintain certifications designated under CJCSI 6510.05 and Army Regulation (AR) 380-53 for performance of Red Team lead/operator duties.
  • Temporary duty (TDY) travel will be required 35% or less of the time.
  • All TSMO staff members may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Stress is inherent in the nature of work: The many short-suspense actions and pressures of time from nearly all contacts contribute to heightened demands.
  • Under crisis operations, may be subject to short notice expanded hours and possible recall situations and irregular work hours, including weekends and holidays. Overtime/shift work may be required.

Specialized experience is defined as experience: 1) conducting cyber assessments to ensure computer network defense performance; AND 2) performing all source technical intelligence research and analysis in preparation for cyber assessments; AND 3) utilizing cyber threat intelligence to protect and restore operations to meet test objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13). Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
