Duties

You will serve as the overall program manager for Safe Drinking Water Act and Clean Water Act as the product line linkage and interfaces with the Environmental PMs to ensure plans, processes, and policies are implemented across the Branch. You will lead environmental programs (e.g., drinking water, wastewater, storm water, spill response) to recommend or initiate corrective actions for compliance, as needed. You will assign work to subordinate employees based on priorities, requirements, and employee capabilities to ensure work is performed and completed within established deadlines. You will resolve engineering issues during operational planning by modifying standard practices and adapting techniques. You will represent an organization at activity, conferences, compliance reviews, public hearing, meetings, or with regulatory agencies for consultation. You will compile annual budget requirements for submission to ensure the environmental division executes its drinking water compliance mission within budget constraints.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to obtain and maintain a current valid United States driver’s license.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: Applicants must possess a current registration as a Professional Engineer (PE) in any state, District of Columbia, Guam or Puerto Rico. Note - You MUST provide documentation with your application showing your current registration status. A wall certificate without an expiration will not serve to verify current registration status. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing program priorities, instructions and guidelines for component/command environmental compliance programs, including drinking water, wastewater, and storm water; 2) Conducting internal environmental compliance audits of installations; 3) Developing and implementing Plan of Action and Milestones to resolve compliance findings or violations; 4) Serving as Contracting Officers Representative on task orders; and 5) Managing and executing requirements for Environmental Compliance programs, such as, Clean Water Act, NPDES, and Safe Drinking Water Act. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
