Duties

Duty Station: Seattle Washington: Duties: Assures the Regional Director/Deputy Regional Director/Associate Regional Director (RD/DRD/ARD) official obligations are met. Coordinates activities surrounding scheduling of appointments and meetings, purchasing of supplies and services, and maintenance of the administrative record for the program. Assists with handling high government and foreign officials in coordinating of special activities. Assists Public Affairs Specialist in maintaining briefing statements for Congress VIP's, government and foreign officials. Coordinates travel on behalf of the RD/DRD/ARD. Initiates timekeeping and resolves discrepancies. Maintains office continuity. Performs special project assignments. Facilitates overall internal and external communication and coordination for the RD/DRD/ARD and their staff. Recommends changes in administrative processes and assists in keeping standard operating procedures (SOPs) updated as needed. Performs, without specific assignment or instruction, all administrative duties and maintains a harmonious atmosphere for the RD/DRD/ARD office. Develops a broad variety of material such as: correspondence, reports, memoranda, special purpose documents and prescribed forms, from rough drafts, verbal instructions, and from personal initiative. Reviews all outgoing correspondence prepared for the RD/DRD/ARD's signature for accuracy, format, grammar, spelling, completeness of attachments, compliance to general procedures and adequacy. Edits documents or calls attention to the initiating office. Ensures routing and review to assure consistency with the RD/DRD/ARD's office. Reviews all correspondence for the RD/DRD/ARD's signature and to assure it is in accordance with the RD/DRD/ARD's position. Duties will be developmental in nature when filled below the full performance level. Physical Demands: Work primarily involves the physical effort of a normal office operation: sedentary with occasional lifting of light objects such as files, manuals, and the like. Occasionally incumbent is required to work under unusual and stressful situations which call for physical stamina and emotional stability. The work may require being outdoors, walking, driving, standing and bending. Travel to other areas is occasionally required, which may require work to be performed out-of-doors in various types of weather and terrain. A valid driver's license is required Working Conditions: Work is performed primarily in an office setting, and involves everyday risks or discomforts, which require normal safety precautions typical of offices and meeting rooms. Periodic travel is required to attend onsite park visits, training, meetings, and/or conferences; which may require work to be performed out-of-doors in various types of weather and terrain.

Qualifications

All qualifications must be met by 11:59 EST when the applicant cut-off is reached (which may be sooner than06/12/2024). Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors) performing a wide variety of administrative functions. Specialized experience includes: Providing technical and administrative assistance on special project assignments; Experience screening incoming and outgoing correspondence; Answering and appropriately routing phone calls; Performing information technology support, and troubleshooting computer, telephone and video conferencing hardware and software; Tracking employee performance plans; and Maintaining office supplies which includes tracking and ordering supplies. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least one full academic year of progressively higher-level graduate education in accounting, finance, business administration, business management, international business, marketing, management or human resources. You must include transcripts. -OR- Successful completion of a combination of graduate education and experience as described above. You must include transcripts. -OR- SUPERIOR ACADEMIC ACHIEVEMENT: Successful completion of a bachelor's degree in one of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management AND meet one of the Superior Academic Achievement provisions: (1) Class Standing: ranked in the upper third of the graduating class in the college, university, or major subdivision, such as College of Liberal Arts or School of Business Administration, based on the completed courses; OR (2) Grade-Point Average: earn a grade-point average of (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on the transcript, or as computed based on four years of education, or as computed based on courses completed during the final two years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B " or better) based on the average of the required courses completed in the major field, or the required courses completed during the final two years of the curriculum. Note: grade-point averages will be rounded to the one decimal place, for example, 2.95 = 3.0, 2.94 = 2.9, and 3.45 = 3.5; OR (3) Membership in a National Scholastic Honor Society: elect membership in one of the national scholastic honor societies. Freshman scholastic honor societies cannot be used to meet the requirements of this provision. In order to use your education to meet qualification requirements, you must submit a legible copy of transcripts from an accredited institution. Transcripts do not need to be official at the time of application, but if you are selected for this position, you must provide official transcripts before you begin work. To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors) performing a wide variety of advanced administrative functions. Specialized experience includes: applying administrative methods, principles and practices, establishing and maintaining relationships with management to carry out confidential administrative programs and duties, maintaining overall communication and coordination for management officials, performing special project assignments and managing a variety of data reporting and collection. Knowledge of administrative processes and procedures in travel, serving as the technical advisor for travel processes and regulations, performing budget and financial management by collecting data for a budget, tracking expenditures and transfers, experience coordinating purchasing activities and experience processing budget documents. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least a master's or equivalent graduate degree in accounting, finance, business administration, business management, international business, marketing, management or human resources, or two full years of progressively higher-level education leading to such a degree or LL.B. or J.D., if related. The education must have been obtained in an accredited college or university. You must include transcripts. -OR- COMBINATION: Successful completion of a combination of graduate education and experience as described above. You must include transcripts. You must include months/years, hours per week worked and salary to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
