This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Survey Technician to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: As Survey Technician, incumbent performs a variety of assignments related to ensuring navigability of District Waterways. Employee collects, processes and analyzes data using state-of-the-art hydrographic survey and Global Positioning System (GPS) equipment.
Duties
As Survey Technician, incumbent performs a variety of assignments related to ensuring navigability of District Waterways.
Employee utilizes highly technical, state-of-the-art computerized survey equipment situated on trailer-able survey boats, skiffs, and ocean-going survey vessels.
Operates a gasoline powered motorboat up to 26 feet in length, engaged in making hydrographic and reconnaissance surveys, channel condition inspections, and pre and post-construction dredging surveys.
Supports geospatial data and photogrammetric mapping data collection utilizing appropriate methods and equipment including Small Unmanned Aerial Systems (sUAS).
Performs topographic surveys, including horizontal and vertical control computations of varying degrees of precision for engineering, geodetic, hydrographic, aerial, topographic, and construction surveys.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent to possess and maintain a valid State issued Driver's License.
- This position requires the incumbent to complete a pre-appointment physical examination.
- Incumbent is required to wear protective equipment and/or clothing (e.g., PFD, hard hat, coveralls, gloves, safety footwear) as appropriate.
- Incumbent may be required to return to worksite early during post storm and other emergency situations.
- Must be able to obtain and maintain a boat operator?s license for boats/vessels in accordance with ER 385-1-91 within twelve months or U.S. Coast Guard license.
- Work outside the office involves exposure to the elements, with weather varying from extreme heat to extreme cold, walking over rough, uneven surfaces, climbing, stooping, bending, standing.
- This position require the employee to return to worksite during post storm and other emergency situations.

GS-5 Grade Level Specialized Experience: One year of specialized experience which includes: 1) operating and trouble-shooting a Windows-based personal computer AND 2) operating a wide variety of software applications (e.g., MS Office, CORPSCON, etc.). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

Education: Four year course of study leading to a bachelor's degree.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.
GS-6 Grade Level
Specialized Experience: One year of specialized experience, which includes: 1) operating and trouble-shooting a Windows-based personal computer AND 2)coordinating preventative maintenance and safety of all Survey Unit vehicles and marine equipment, to include those under the GSA fleet jurisdiction. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).

Education: A half year (i.e., 9 semester hours) of graduate level education in a field directly related to the work of the position, such as surveying, engineering, industrial technology, construction, physics, drafting, forestry, geography, navigation, cartography, physical science, or mathematics.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages.
GS-7 Grade Level Specialized Experience: One year of specialized experience which includes: 1) operating and trouble-shooting a Windows-based personal computer, 2) coordinating preventative maintenance and safety of all Survey Unit vehicles and marine equipment, to include those under the GSA fleet jurisdiction, AND 3) developing hydrographic survey parameters by determining or computing the shore station sites needed, based on geometry or signal strength in the survey parameter area. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

Education: One full year of graduate level education in a field directly related to the work of the position, such as surveying, engineering, industrial technology, construction, physics, drafting, forestry, geography, navigation, cartography, physical science, or mathematics.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
GS-8 Grade Level
Specialized Experience: One year of specialized experience, which includes: 1) developing hydrographic survey parameters by determining or computing the shore station sites needed, based on geometry or signal strength in the survey parameter area, AND 2)coordinating hydrographic survey operations with Hydrographic Survey Unit Supervisor and/or crew senior surveyor/survey party chief, efficiently and effectively conducting a variety of surveys in diverse and potentially complex situations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
OR
Education: One and a half years of graduate level education in a field directly related to the work of the position, such as surveying, engineering, industrial technology, construction, physics, drafting, forestry, geography, navigation, cartography, physical science, or mathematics.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages.
GS-9 Grade Level Specialized Experience: One year of specialized experience which includes: 1) developing hydrographic survey parameters by determining or computing the shore station sites needed, based on geometry or signal strength in the survey parameter area, 2) coordinating hydrographic survey operations with Hydrographic Survey Unit Supervisor and/or crew senior surveyor/survey party chief, efficiently and effectively conducting a variety of surveys in diverse and potentially complex situations, AND 3) determining method of hydrographic surveys and establishes priority and sequence of jobs in consideration of weather, sea conditions, tide, and available personnel resources, type of equipment available and safe operating conditions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
OR
Education: A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.
