This is a temporary 12-month non-reimbursable assignment for a Management Program Analyst (MPA)/ Mission Support Specialist (MSS) with budget development, coordination, and management experience to help build and grow the $400 million (+) annual budget funding this new organization. The assignment offers an excellent opportunity for a driven, talented, and skilled employee to expand their capabilities and skill sets by playing a key role in building one of the newest organizations within CBP.

Duties

OCMO is responsible for medical oversight for CBP and provides guidance to operations related to Workforce Health Protection/Occupational Medicine, Medical Support to Persons in Custody, Pandemic/COVID Response, Medical Quality Management, Medical Data/Reporting, and Emergency Medicine/Operational Medicine. This critical responsibility is often in the public eye and directly supports CBP's mission to safeguard America's borders thereby protecting the public. The primary purpose of this position is to serve as a Budget subject matter expert at the office level, regarding the formulation and execution of the budget to include pay and position analysis forecasting and modeling, and provide administrative and technical advice to OCMO management and OS leadership. Assignment responsibilities include, but are not limited to, the following: Support OCMO in the management and formulation of an annual budget exceeding $400 million annually across multiple lines of effort (e.g., multiple contracts, program development). Provide expert advice and assistance to OCMO leadership regarding all phases of the budget. Analyze budget requests and estimates to identify inconsistencies and imbalances; implement budget controls through the review and approval of obligation and expenditure of funds; and check budget requests for duplication and reconcile estimates with current levels of expenditures. Work with data forms, procedures, and guidelines for both appropriated and revolving fund budgets; formulate and/or monitor the execution of long-range (3 to 5 years) detailed budget forecasts and plans to fund the implementation of substantive programs and projects. Provide technical assistance and direct support to management staff in all matters relating to the application of planning systems and management systems to meet mission requirements. Use CBP pay projection methodology and tools to develop both short and long-term pay forecasts for the CBP workforce.

  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation

  • The program does not apply to members of the Military service or contractors.
  • All non-CBP participants must possess a background investigation (BI) of a level 4. Prospective applicants should check directly with their agency?s Security Officer prior to submitting an application to determine what level of BI is currently held.

Qualifications

Qualifications required: Working knowledge of the theories, principles, practices, rulings, and regulations of budgeting and financing for mission related programs and services sufficient to analyze national level programs and/or exceptionally large and complex programs. Working knowledge of OPM, DHS, CBP, OMB and other government agencies policies, procedures, and regulations as they relate to pay requirements for the CBP workforce and their appropriate application in conducting analyses, forecasts and use of modeling tools and techniques. Ability to apply analytical techniques in innovative ways and summarize analysis results in briefings or written reports for non-technical audience. Ability to effectively communicate, both orally and in writing, and to present concise, well-considered, and sound suggestions to leadership and other agency personnel. Ability to effectively perform required duties with minimal to no supervision.
