The following are the duties of this position at the full working level.
Independently provides authoritative technical and consultative services to management covering the full range of personnel security program activities. Consultative services address issues of policy interpretation as well as precedence.
Plans and organizes projects; estimating costs, coordinating required actions by establishing and maintaining liaison with technical staff, contractors, and line management personnel; and conducts all phases of the projects. Researches, compiles, and summarizes information and or documents in response to special project assignments and reports. Presents results and advocates for or against specific courses of action in order to solve outstanding or persistent problems, or to improve productivity and efficiency.
Acts as project leader for surge contract workers. Independently conducts, reviews, and evaluates reports and decisions produced by the contract workers to determine the adequacy and accuracy of the product, ensures all relevant suitability questions have been resolved, that all pertinent material and rating factors have been considered that all pertinent laws, rules and regulations have been followed, and that appropriate actions have been taken or recommended. Requests additional field work, if necessary, or requests revisions to investigative reports to ensure report compliance with appropriate regulations and guidelines.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-12 LEVEL: To be minimally qualified for this position at the GS-12 level, you must have at least one year of specialized experience equivalent to the next lower level (GS-11) in the normal line of progression. Examples of qualifying experience include: Experience conducting adjudications or employment pre-screening determinations involving complex, conflicting, or limited information in order to make an appropriate suitability or employment pre-screen determination; experience obtaining arrest disposition information, writing policies and procedures in reference to suitability adjudications or employment pre-screening determinations, communicating complex and sensitive information or instructions, and independently managing an inventory of adjudication assignments or employment pre-screen determinations.
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
