You will serve as an Integrated Government Scheduler in the NAVY SYSTEMS MANAGEMENT ACTIVITY. This position is in the excepted service and does not confer competitive status.

Duties

You will thoroughly understand and demonstrate planning, policy development, and practical guidance on matters associated with program schedule analysis. You will consistently comply with Department of Defense and Department of the Navy weapons system acquisition policies and procedures. You will be an expert in using scheduling tools to support IGS development, implementation, and execution. You will consistently apply the principles behind good schedule construction. You will participate in Integrated Baseline Reviews preparation, execution and data collection quality reviews. You will expertly build, maintain, and accurately statuses schedules under the applicants’ control. You will gather relevant data, interviews SME’s, and independently performs schedule risk assessments; identifies program drivers, and communicates results. You will lead acquisition teams related to all scheduling issues; provide feedback and evaluate performance data. You will train both lower grade IGS analysts and other program personnel in the IGS discipline. You will be an expert ability to understand, explain, and manage schedule float/slack and know how to estimate float to manage schedule risk.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • PPP applicants must currently hold the required security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector: 1. Demonstrating the ability to provide specialized program schedule analysis support. 2. Understand the critical path methods, apply predictive measures to forecast delivery completion, integrate schedule changes, update task status, gather data, interview Subject Matter Experts (SME), and perform a schedule risk assessment. 3. Independently building a schedule for a program or a portfolio of programs. 4. Understanding policy, procedures, and best practices; presenting analyses to managers 5.
