This position is located at the Frame Shop, a section of the Hickam Arts and Crafts Center, Morale, Welfare and Recreation, Joint Base Pearl Harbor Hickam (JBPPH). The purpose of this position is to provide professional picture framing services and support to all military communities. The Frame Shop provides professional, high quality custom framing which is essential to showcasing and protecting the patrons' artwork.
Duties
Duties include, but are not limited to:
- Greets the customer, handles artwork, layout, color and mat choice, frame choice, actual framing, and the presentation of the completed framed artwork to the customer.
- Uses artistic knowledge, sound judgment, and customer service skills when recommending color, mat, frame, and layout design.
- Commits to the military service member and to quality craftsmanship.
- Sizes the art piece or multiple pieces within one frame for accurate pricing.
- Possesses skills in precision and decision making.
- Handles valuable art on a daily basis and shows extraordinary care when working with customer's valued items.
- Uses potentially hazardous equipment on a daily basis, to include an industrial miter saw, chop saw, wall mounted glass cutter for cutting sheets of glass (48 x 36 inches), v-nailer, vacuum heat mounting table set at 175 degrees, staple gun, air compressor, canvas stretcher and various handheld tools such as box-cutters, hammers, razorblades, drills, awls, etc.
- Exhibits a high degree of independence throughout the framing process.
- Practices consistently high-quality customer service.
- Displays constant alertness and concentration with process so as not to get injured or damage equipment, framing supplies or customer's valuable art
- Performs cashier duties and generates end of day reports.
- Performs practical application of mathematics including precise measurements, fractions, and geometry.
- Utilizes three computer programs including a point of sales system, an inventory accountability system and a computer generated mat cutting program.
Requirements
- Must pass all applicable records and background check.

A qualified candidate must possess:
1. KNOWLEDGE REQUIRED BY THE POSITION
Knowledge of the concepts, principals, techniques and procedures of picture framing and experience applying them.
Ability to work effectively with coworkers, volunteers, supervisors and customers.
Knowledge of the precise skills required in conservation framing when handling artwork, including canvas, antique paper, wood, cloth, textiles, photos, coins, flags, etc..
Ability to handle the total decision-making and framing process with ve1y little supervision.
Knowledge of mat design, layout, color, sizing, and pricing.
Knowledge using artistic color palettes and framing materials and a high degree of precision and creativity when working with individual art pieces.
Knowledge of mathematics including precise measurements, fractions, and geometry.
Knowledge of multiple framing machines including an industrial miter saw, chop saw, joiner, air compressor, staple gun, wall-mounted glass cutter, computerized mat cutter, hand mat cutter, box cutter, razors, multiple common hand tools, v-nailer, vacuum heat mounting table, staple gun, air compressor, canvas stretcher, hammers, drills, awls, etc.
Ability to demonstrate artistic knowledge and sound judgment when recommending color, mat, frame and layout design.
Knowledge of three computer programs including a point of sales system, an inventory accountability system and a computer-generated mat cutting program.
Ability to communicate effectively both orally and in writing.
2. SUPERVISORY ICONTIROLS
Works under direct supervision of the Frame Shop Supervisor. Assignments are to be received orally mid as written policy directives for which the incumbent is responsible for independently completing. Review of work is through evaluation of assigned work, timeliness, quality and service.
3. GUIDELINES
Guidelines consist of published instructions/regulations set forth by JBPHH MWR and higher authority policy. Specific guidelines are available for reference purposes. Incumbent performs all required duties in an accurate and timely manner. Must be able to maintain current technical qualifications. Displays courtesy and diplomacy with coworkers, volunteers, supervisors and customers.
4. COMPLEXITY
The work consists of various applications requiring 100% extreme accuracy and care for potentially irreplaceable artwork from start to completion. Ability to perform retail operations in a department with revenue totaling $340K annually. Ability to perform professional picture framing in a first-rate facility with an impeccable reputation and enhance the well-being and morale of the military community.
5. SCOPE AND EFFECT
The purpose of the work is to provide professional picture framing services and support, best prices, high quality craftsmanship and expertise. To provide custom framing of patron's prints, original artwork, photographs, and memorabilia, as well as shadowboxing, textiles and other unique custom framing techniques, offering hundreds of frames and matting options. To provide custom framing classes to qualify for our do-it-yourself program and overall to enhance the well-being and morale of the military community.
6. PERSONAL CONTACTS
Contacts are with a wide variety of customers, co-workers, a supervisor and a director. Other outside contacts may include business vendors.
7. PURPOSE OF CONTACTS
The purpose of contacts is for planning and coordinating and carrying out work orders, customer service, communication, evaluation, training, accounting, purchasing, selling, and scheduling.
8. PHYSICAL DEMANDS
Work requires a high degree of physical effort when performing the framing process. Over 90% of workday is performed while standing or walking between areas of work. Regularly lifting up to 50 pounds when lifting glass boxes and daily 20-30 pounds when lifting finished artwork. Must have steady hands and accurate, fine motor skills.
9. WORK ENVIRONMENT
Incumbent works in an environment that includes potentially hazardous power tools and equipment. There is frequent exposure to saw dust, and the frequent necessity to hand carry and cut large sheets of glass. Must clean and maintain the equipment in the shop and work daily with wood, glue, heat sources, staples, nails, razorblades, joiners, and saws. The Picture Framer must wear hearing and eye protection when cutting wood and hand and eye protection when cutting glass.
10. OTHER REOUIREMENTS
Must be able to satisfactorily complete a background check and/or National Agency Check (NAC) in accordance with current CNIC policy.
Must be able to lift up to fifty (50) pounds.
Education
