This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.
Duties
You will receive and review drafts of specifications, modifying as necessary to insure clarity, adequacy, technical continuity, and completeness.
You will conduct pre-award conferences and discussions with contractor representatives.
You will oversee contractor performance to ensure compliance with contract terms and conditions.
You will evaluate contractor proposals and furnish comments and recommendations on price proposals submitted under contracts.
You will monitor the progress of contracts to ensure that they are progressing in accordance with schedules.
Requirements

- Must be determined suitable for federal employment.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- This is a bargaining unit position.
- This position is a Defense Acquisition Workforce position that requires a Contracting, Progressional acqusition certification. You have 36 months to achieve this certification in accordance with DoD Instruction 5000.66.
- You must possess and maintain a current valid United States driver’s license.
Qualifications
Your resume must also demonstrate at least one year of Specialized experience at or equivalent to the (GS-07) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing pre-award and post award contract administration associated with procurement and acquisition procedures, by reviewing and evaluating contractor's proposals, cost and price analysis, monitoring contractor's performance and contract negotiation.

Education
Applicants must meet the following Basic Education Requirements of the Department of Defense Qualification Standard for Contracting Positions:
A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, and members of the Contingency Contracting Force are also exempt from meeting this requirement.
In lieu of specialized experience, applicants may substitute the following education:
2 full academic years of progressively higher level graduate education
OR
Masters degree
OR
Successful completion of an LL.B or J.D.
