THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a PUBLIC AFFAIRS SPECIALIST, Position Description Number PDT5168000 and is part of the WY Joint Force Headquarters ANG, Wyoming National Guard.
This position is in the Excepted Service "under the authority of Title V, P.L. 114-328, and Sections 932 and 1084 (FY17 NDAA)".
This is a Title 5 Excepted Service position. Military affiliation is not required.
Duties
This position is located in the Wyoming National Guard's Headquarters. The primary purpose is to serve as the Public Affairs Specialist responsible for all Army and Air National Guard public, community and media relations programs within Wyoming. Responsible for administering or performing work involved in establishing and maintaining mutual communication between Federal agencies and the general public as well as internal and external publics. The work involves identifying communication needs and developing informational materials that inform appropriate public of the agency's policies, programs, services and activities. Work requires skill in written and oral communication, analysis, and interpersonal relations.
Intent for position is a current operations manager to free Public Affairs Officer to focus on Strategic Comms, future operations and advisor to the Adjutant General (TAG). Focus will be as an Operations Manager and Community Relations POC.

AREAS OF CONSIDERATION:
Referrals of qualified applicants will be issued in the following order:
Area 1: All permanent and indefinite Wyoming Air National Guard (NG) T5 and T32 Dual Status Technicians (DST) employed within Public Affairs Office.
Area 2: All permanent and indefinite WYNG Title 5 and T32 DST employed with the Wyoming Air/Army National Guard.
Area 3: All Current Federal employees within the Competitive and Excepted Service, and Competitive Service Reinstatement Eligible employees. Former NG T32 Dual Status employees receiving an Honorable or a General Discharge under Honorable Conditions are eligible for reinstatement provided they have been separated for at least one year before applying for reinstatement and received a rating of record of their most recent permanent position of a least fully successful (or equivalent).
Area 4: All currently assigned Active Guard/Reserve (AGR), and M-Day/Drill Status Guard (DSG) members of the Wyoming Air/Army NG. Currently serving and former NG Drill Status and M-Day soldiers and airmen are provided preference eligibility to compete for NG T5 positions.

Upon acceptance to this position, if selected candidate is a competitive employee, they will convert to Excepted Service and be required to sign a memorandum IAW 5 CFR 302.102. Acceptance of the proposed appointment will take the employee out of the competitive service while s/he occupies the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
EXPERIENCE:
To qualify based on experience, you must possess at least 1 year equivalent to at least the next lower grade (GS-11) with the particular knowledge, skills, and abilities to successfully perform the duties of the position (see below). To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience equivalent in the public and private sectors, are not required to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.
Equivalent includes experience, education, or training involving a thorough knowledge of writing and communication principles, methods and techniques that relate to public affairs of the military. Experience developing new information materials including news releases, fact sheets, brochures, booklets, broadcast spots, etc., that increase communication with the agency's audiences. Experience making on-the-spot presentations to audiences with opposing points of view or erroneous understanding of agency positions. Experience responding timely and appropriately to requests for information concerning agency programs and services.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
TIME-IN-GRADE: Any applicant who within the previous 52 weeks held a General Schedule position under non-temporary appointment must meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement.
If you are a current GS employee applying for a higher grade than the grade you currently hold provide an SF-50 showing the next lower grade was held for at least one year. Some SF-50s effective within the last 52 weeks will not demonstrate the next lower grade was held for at least one year (e.g., General Adjustment SF-50 from this year). In many cases, we may need to see two (2) SF-50s to determine time-in-grade and eligibility for promotion. KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)
Must have knowledge applicable to a wide range of duties involving oral and written communication principles, practices, techniques, and methods; analytical methods; and interpersonal relations practices.
Skill in applying knowledge in the modification of standard methods and the adaptation of approaches in developing new information materials to enhance understanding and support of National Guard programs and/or significant issues.
Skill in identifying the information needs of various audiences and the most effective methods of assessing their reactions to information provided.
Skills facilitating evaluation of information program effectiveness.
Skill sufficient to provide print and broadcast media, trade associations, veteran's organizations, and National Guard associations with timely and accurate explanations of agency policies and activities.
Knowledge and skill sufficient for determining appropriate information for internal/external publics respectively, and for using discretion in releasing controversial material.

Must possess a valid driver's license.
Education
Must have previously completed or be willing to attend and successfully complete the Defense Information School (DINFOS) qualification course.
