Duties

As a Security Administrator, the incumbent is the command's principal advisor in the areas of safety and hazardous material management. The incumbent will be the authoritative source of security for USCG's Research and Development Center (R&D Center).

Qualifications

At the GS-7 - Applicants must possess at least one year of specialized experience equivalent to the next lower grade level (GS-5 or equivalent) in the Federal service.  Specialized experience includes:  analyzing problems to identify factors, gathering pertinent data, and recommending solutions; planning and organizing work; responding to questions and applying methods, principles, and practices of the security field. OR applicants may substitute successful completion of one full year of graduate level education which provided the applicant with the knowledge, skills and abilities necessary to do the work.OR combination of successfully completed graduate level education and experience that which meets the total qualification requirement for the GS-07 level.OR Superior Academic Achievement At the GS-9:  Applicants must have one year of specialized experience equivalent to at least the GS-07 level in the Federal service.  Specialized experience at this grade level includes: experience conducting research for intelligence information; experience providing administrative sup to a security program; experience using automated systems to retrieve data and providing information. OR applicants may substitute successful completion of 2 years of progressively higher-level graduate education or Master's or equivalent graduate degree (such as an LL.B or J.D).OR a combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the first year of progressive graduate study to meet the qualification requirements. At the GS-11: Applicants must have one year of specialized experience equivalent to the GS-09 level in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. OR  Ph.D. or equivalent doctoral degree  OR 3 full years of progressively higher-level graduate education leading to such a degree. OR LL.M. if related. At the GS-12:  You must possess at least one year of specialized experience equivalent to at least the GS-11 grade level. The primary differences between the GS-11 and 12 levels are that GS-11 incumbent is expected to perform with minimal supervision and advance into a GS-12 level position (non-supervisory) requiring little supervision and the ability to understand and act on implied intent, vision, and with autonomy.Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.  Examples include: Providing facility safety and security contingency preparedness planning; preparing and validating plans for the effective and efficient response to all facility safety and security contingencies; serving as action officer responsible for facility safety and security planning, including exercises planning.  Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
