Duties

Serves as a senior specialist on the Leadership and Management Development Team, Workforce Development Division, of the DLA Human Resources Services, DLA Training. Manages one or more supervisory, leadership, and management programs/initiatives within the Enterprise Leader Development Program (ELDP) framework. Plans, develops, implements, administers, and evaluates a variety of DoD/Agency-wide leadership projects and programs designed to develop employees and supervisors in DLA organizations and activities. Responsible for planning and carrying out the work for resolving problems, coordinating work efforts with others as necessary, and interpreting HRD policy through his/her own initiative in terms of established objectives. Provides guidance and advisory service to management officials throughout DLA, program managers, DLA field activity personnel, and workforce development personnel with regard to leadership and management development programs.

Qualifications

To qualify for a Human Resources Specialist (HRD), your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Establishes milestones for overall objectives and goals, tracks accomplishments, monitors expenditures, and recommends improvements for assigned programs. Maintains broad knowledge of all ELDP levels for the purpose of responding to suspense's, and representation in meetings in the absence of the designated program manager, Regularly attends executive meetings. Briefs executive management concerning programs, procedures, and policies being proposed, designed, implemented, and managed. Provide presentations at training seminars and conferences. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
