This position is at the National Credit Union Administration (NCUA) in the Office of Credit Union Resources and Expansion. This position serves as a CUE (Consumer Access Program Officer).The incumbent serves as an Agency expert in the areas of new charter applications, charter conversions, bylaw amendments, field of membership expansion requests, low-income designation requests, and consumer related matters pertaining to share insurance coverage.

Duties

As a CUE (Consumer Access Program Officer), you will: Serve as the agency's expert on all chartering and field of membership laws, policies, and regulations Function as a project manager directing staff efforts on special projects related to chartering and field of membership initiatives. Accept speaking requests, prepare educational materials, and meet with credit unions, credit union industry groups, Regional Offices, field staff, and other parties to provide training and guidance on chartering and field of membership issues. Develop new or revise existing agency programs and regulations implementing regulatory and legislative changes to the laws or rules affecting chartering and field of membership policies. Prepare presentations and drafts articles involving chartering and field of membership issues, low-income designations, and share insurance coverage.

Qualifications

Specialized experience is the experience that has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. All applicants applying for the CU-14 level must have at least one full year of specialized experience equivalent to the CU/GS-13 level obtained in the private or public sector. Specialized experience for this position is defined as experience: Analyzing financial data and trends of a financial institution; and Interpreting and applying laws, regulations, policies, and directives related to financial institutions, and Serving as a project manager or overseeing the implementation of a new computer system for a financial institution. You must meet the qualifications for this position by the closing date of this announcement.
